Description
CLASSIFICATION CODE: 41. Sources Sought Solicitation Reference Number: DAAA09-01-R-3520. HQ, Operations Support Command is soliciting sources for a full range of Elevator Maintenance services (preventive and unscheduled services) of 37 Elevators on the Rock Island Arsenal, Rock Island, IL 61299-5000. All but two (2) elevators are KONE elevators; maintenance of one (1) Dover (traction elevator) and (1) Otis elevator (Hydraulic elevator) is also required. It is not guaranteed that all elevators will continue in such use that will warrant elevator maintenance and repair. The contractor will be required to adhere to all regulations, laws, and references as apply to the Rock Island Arsenal and any resulting contract. Contractors' are required to employ qualified elevator mechanics. Personnel must be trained and certified by the International Union of Elevator Constructor's AND any requirements by the State, ANSI and their professional trade PRIOR TO WORK ON ANY RESULTING CONTRACT.All elevators shall be maintained, repaired , inspected and tested at the frequencies specified and as prescribed by and in compliance with ANSI A17.1 and A17.2. The requirement also contains emergency service being available 24 hrs per day, 7 days per week, including all Federal holidays. Any resultant Solicitation and or contract will be a hybrid fixed price and time and materials. ALL vehicles, material, equipment, parts/components, fuels, lubricants, coolants, and other petroleum products as well as supplies are the contractors' responsibility. The contractor's radio/pager frequencies shall be compatible with the Government's radio/pager frequencies to ensure communications with the COR at all times during performance of the contract. There are two (2) types of elevators which require maintenance and repair: Traction and Hydraulic. There are 23 Traction and 14 Hydraulic Elevators in service and 5 Traction and 3 Hydraulic elevators that are out of service. Of the elevators that are in service there are 22 freight and 15 passenger. In the event that elevators that are not in service are required to be reactivated, they shall be put in service within 3 work days from the contractor's receipt of the work order/modification to the contract. All elevators shall be kept in a safe and well maintained mechanical condition. The minimum frequency* for maintenance and repair of Traction and Hydraulic elevators shall be semi-monthly. *Minimum frequency (PM services) for the passenger elevators in bldg 390 and 350 shall be weekly instead of semi-monthly due to high priority and frequent use. Contractor's are required to perform the annual no-load test for the Hydraulic and Traction elevators and the 5 year full load test for Traction elevators which is scheduled to be accomplished in 2002. Physical inspection of key components/sub-assemblies requiring repair and/or replacement is required. SPARES -- As a minimum one each of specific spare Parts/components/sub-assemblies are required to be on hand within 2 weeks of the contractor becoming fully operational. UNSCHEDULED WORK -- Should a formal solicitation be issued, an unscheduled maintenance and/or repair service line item will be a part of the bid schedule and will reflect an NOT TO EXCEED dollar amount. This SHALL NOT include mobilization and disaster relief. Any unscheduled work will be issued via approved Work Orders/modification to the contract. CALL BACKS: The contractor shall provide emergency minor adjustment call back service on a 24 hour a day, 7 days a week basis, at no additional cost to the Government. EMERGENCY RESPONSE TIME of 30 minutes from the time a call is received is required. ELECTRONIC EQUIPMENT: The Elevator Contractor shall have available within 24 Clock hours, replacement parts for any electronic equipment used in the elevator system. In the event of personal injury to an employee the RIA Fire Department personnel will be on the scene immediately. This in no way relieves the contractor from responding in 30 minutes. INTERESTED SOURCES shall express their interest in writing along with Manufacturer's product literature and performance data, sufficient to verify compliance with the above requirements by not later than 30 March 2001. Sources should specifically address how they would procure parts in a timely manner (for all elevators) in order to meet the required timeframes. Estimated start 01 Oct 2001 Completion date: 30 Sep 2002. Duration of contract: one Base year plus four 1 year Options. Approximate issue date is 31 May 01 with closing date 30 days from issue.
