Description

This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-01-Q-0122 applies and is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and DCN 20001025. The North American Industry Classification System (NAICS) Code for this procurement is 33429 and the business size standard is 750 employees. This requirement is as follows: CLIN 0001: EVALUATE, OVERHAUL AND REPAIR, Rotary Coupler, PN: SPS- 49RC. In accordance with -- SE110-A2-MMD-020 Overhaul and Repair Manual Antenna AS-3263/SPS-49(V) with change B of 1-8-85, chapters 10, 11 and 12, and the AN/SPS -- 49 rotary coupler system. This system consists of the following assemblies: P/N 912352-1, RF rotary coupler assembly, P/N 912345-1, Slip Ring Assembly, P/N 912705, IFF Rotary Coupler, P/N 707483, IFF Rotary Coupler. The contractor shall evaluate each unit and categorize each unit into one of the following categories: SUB CLIN 0001AA -- Average Condition: minimum of 0 each and maximum of 4 each, no signs of external damage, no wobble, normal external wear, etc. -SUB CLIN 0001AB -- Poor Condition: minimum of 0 each and maximum of 4 each, signs of external damage, wobble with rotation indicating internal damages, significant external corrosion, etc. SUB CLIN 0001AC -- Very Poor Condition: minimum of 0 each and maximum 4 each, same as poor condition and missing components. SUB CLIN 0001AD -- Beyond Economical Repair: minimum of 0 each and maximum of 4 each, contractor unwilling overall/repair the unit for the unit price defined in any of the above categories. The contractor may substitue for materials and chemicals detailed in SE110-A2-MMD-020 Overhaul and Repair Manual Antenna AS-3263/SPS-49(V) with change B of 1-8-85, that are no longer available or environmentally unacceptable. Documentation on which items have been substituted for shall be provided to: Jeff Scherschel, Code 8096, 300 Highway 361, Naval Weapons Support Center, Crane, IN 47522. Acceptance shall be at Source by DCM in accordance with SE110-A2-MMD-020 Sections VI of respective chapters. The contractor shall provide notice of acceptance testing 5 days prior to test to: Jeff Scherschel (812-854-4617 or Scherschel_Jeffrey@Crane.Navy.Mil. Additional Requirements: Due to the sophisticated electro-mechanical and electro-magnetic nature of rotary couplers the contractor must have experience in the repair or fabrication of rotary couplers. Vendors shall include their experience, with their offer, evidenced by an existing rotary coupler catalog or company brochure or 2 or more completed contracts for rotary couplers. Vendor shall supply contract number, agency and POC for the contracts. Delivery is required F.O.B. Destination to Crane, IN 47522 within 100 days after award. Selection for award will be based on price and past performance. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
