- Description
- Notice of intent to negotiate a sole source follow-on cost no fee contract to Southern Methodist University (SMU), Geophysics Laboratory, Dallas, Texas for the operations and maintenance of the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) Mina, NV USA primary seismic station PS47. The contract shall have a one year base period and include options for three -- one year each additional periods of performance. Department of Defense (DoD) has signed a Memorandum of Agreement (MOA) whereby SMU is to maintain and operate PS47 in accordance with International Monitoring System specifications and operational reliability. SMU contributed significantly to the design and operation of seismic arrays developed for CTBT verification applications and possesses the capability to maintain the Mina array to the stringent 98% data availabiltiy rate required by the CTBT. SMU is the only source capable of providing this follow-on effort. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any other firm desiring consideration must fully identify its capability to perform this requirement. A determination by the Government to not conduct this effort as a full and open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
