Description
The Morale, Welfare and Recreation Department (MWR) at Naval Station Annapolis, MD is soliciting for a contractor to provide a staff of lifeguards for two outdoor swimming pools from Memorial Day weekend to Labor Day weekend. The North Severn Pool is located on the Naval Station and the South Severn Pool is adjacent to gate 8 at the U.S. Naval Academy. Lifeguards shall hold a current Red Cross Certification as a lifeguard, cardiopulmonary resuscitation and first aid. PERFORMANCE SCHEDULE -- 1. The dates of the 2001 pool season are 25 May through 3 September 2001. Normal hours of operation are 1130 to 1900 six days per week (South Severn Pool is closed on Mondays; North Severn Pool is closed on Tuesdays) with the following exceptions: A. Curtailed hours -- 1500 to 1900, the first two weeks and last week of the pool season due to the public school schedule. Curtailed dates (weekdays only) are May 29-31, June 1, June 4-8, and August 27-31. B. One guard at South Severn Pool for Navy Junior Swim Team weekday practices, 0730 to 0900 Monday through Friday; and two guards for two Saturday home meets, dates to be determined for a 7-week evolution. Saturday meets are from 0730 to 1200. C. Three guards at South Severn Pool for Red Cross Swim Lesson Program, 6 weeks, Tuesday through Friday, 0900-1200. D. Two guards minimum for private pool parties scheduled 1900-2200 at both pools throughout the season. The number of parties varies, but is approximately 6-8 per month. E. Both pools are open 1200 to 1900 on Monday, 28 May, Wednesday, 4 July, and Monday, 3 September. F. Two guards Wednesday, 23 May and four guards (two at each pool) on Thursday, 24 May, 2001 to perform pool opening duties, including vacuuming and skimming. G. One guard for Lifeguard Certification Course, dates TBD, not to exceed 30 labor hours. H. Two guards to perform vacuuming and scum line scrubbing duties at each pool, once a week (approx. 4 hours to complete job, depending on condition, and amount of debris in water.) 2. Shall comply with the lifeguard to swimmer ratios required in BUPERSINST 1710.19, the following staffing levels are recommended as minimums: A. 1200-1600; three guards at North Severn Pool, six guards at South Severn Pool (heavy use hours). B. 1600-1900; two guards at North Severn Pool, four guards at South Severn Pool (except weekends when heavy use may continue to the 1900 closing time.) WATER SAFETY AND OPERATIONS FUNCTIONS -- The Contractor shall be familiar with and follow the pool emergency procedures. The Contractor will be responsible to ensure staff act in a professional manner and follow the rules of conduct. Lifeguards are expected to be prompt for work and attentive to the needs of swimmers and bathers. Pool maintenance is the responsibility of the Contractor.
