- Description
- HQ Cryptologic Systems Group Contracting Division (CPSG/RMK), a geographically separated unit of the Electonic Systems Center (ESC), will be issuing a Request for Proposal (RFP) F19628-01-R-77301 to provide the KI-17 Ground Operating Equipment (GOE) Depot Level Maintenance Manual and Training Course. The work shall include the development and delivery of a Level II Maintenance Manual as defined in the Data Standard for the Preparation of Technical Manuals (NSA DS-56). The manual shall address repair of the KI-17 down to the piece part or in certain instances to the module or assembly level as stated in the Statement of Objectives (SOO) to be issued with the RFP. The Training Course shall be as defined in Preparing and Conducting Traditional Training Courses for Certifying COMSEC Equipment/System Maintainers (NSA 62-7). The course will be conducted at the Government facility, San Antonio, TX. The course will be given to up to a total of 6 students. The estimated course length is six weeks. The RFP shall require that all interested parties have an updated and approved facility security clearance at a minimum level of SECRET and U.S. citizens within the company eligible for SECRET clearance. The contractor shall comply with the requirements of the DD Form 254, DoD Contract Security Classification Specification, which shall be provided to interested parties prior to issuance of the RFP. Issuance of the RFP to an interested party will be subject to confirmation that the interested party currently meets the security requirements of the DD Form 254. Access to classified is required at the Contractor facility. Bidders must meet the following qualifications to be considered for the proposed work: technically qualified, facility security clearance at a minimum level of SECRET, U.S. citizens eligible for Secret clearances, and can comply with the performance schedule. The anticipated release of the RFP is 4 April 01. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned. See Note 25. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
