Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. USCNYSD-01-R-0001 herein is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. This RFQ is for full and open competition. The United States District Court of the Southern District of New York intends to issue a Commercial Item, Firm Fixed-Price Contract for a moving company to pull closed court files, inventory, box and transport those files to the National Archives in Lee's Summit, Missouri. Due to the tight court security, those interested companies will be required to schedule a "walk thru" in advance. The employees of the company awarded this contract will be required to go through the necessary security clearances. MANDATORY REQUIREMENTS -- All respondents must be based within a twenty-five miles radius of the court and have past experience in pulling, inventorying, boxing and successful transporting of archival records. Since the information is to be entered into the court's database, one individual experienced in entering and retrieving data will be required. This individual will be trained by the court on the court's application. The price is fixed-price based on approximately 15,000 storage boxes. The court will supply all the required storage boxes. The SCOPE OF THE WORK consists of the following: (1) Pulling and boxing both closed civil and criminal cases starting with cases dating back to 1964 through 1997. Three people are required for this project. a)One person to make boxes, apply box numbers and stack; b) one person to pull cases off shelves with appropriate closing dates; c) one person to put in boxes and list on work sheet. (2) Permanent and disposable file must be boxed separately. (3) Upon completion of each year, the remaining records on the shelves must be shifted in an appropriate manner. (4) One staff member will be experienced in entering and retrieving data for lists that have to be sent to the Nation Archives Records Center. (5)Once the boxing has been completed, the moving company will be required to deliver the boxes to Lees Summit, MO. (6) In order to prepare for shipment, the moving company a) will place no more than 50 boxes to a skid, b) will put boxes with the lowest number on the bottom of the skid to the highest number on top of the skid, c) inventory the boxes by pallet, shrink wrap the pallet and ensure the inventories accompany the shipment. (7) Once the trucks have arrived at Lee's Summit, MO, the contractor will be required to unload their truck on the loading dock,where employees of the National Archives will meet them and take the boxes to the appropriate areas at the National Archives. The contract shall be successfully completed within six months from the contract award date. CONTRACT CLAUSES: -- FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition; EVALUATION OF PROPOSALS -- FAR 52.212-2, EVALUATION -COMMERCIAL ITEMS (a) The government will award a contract resulting from this solicitation to lowest priced technically acceptable Offeror. Offerors are requested to submit a technical proposal, of no more than five (5) pages, that demonstrates their technical capabilities and experience that relates to the above specified statement of work (SOW). Offerors must provide past performance information that includes recent and relevant information for at least two contracts for efforts accomplished similar to this effort including contract numbers, points of contact with telephone numbers and other relevant information. Offerors may provide past performance information on work for State and local governments and private sector clients. Offerors shall provide information on problems encountered on the identified contracts and the corrective actions taken. Offerors are requested to submit a price proposal that reflects the total price to accomplish this effort This price shall be itemized by labor, shipping and materials. As an option, the Offeror shall provide pricing per 1,000 box units in the event the estimated total exceeds 15,000 boxes. This optional pricing shall include all labor, shipping and material. The Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) Circular A-125, Prompt Payment DOES NOT apply to the Judiciary; (n) Title.N/A; FAR 52.217-9, Option to Extend the Term of the Contract (Mar 1989); FAR 52.232-19, Availability of Funds for the Next Fiscal Year (Apr 1984); FAR 52.222-37, VETS 100 Compliance Report (Jan 1999), and FAR 52.204-6, Data Universal Numbering System (DUNS) number.
