- Description
- DESC: This requirement is being set aside as a national 8(a) competitive acquisition. This is a pre-solicitation synopsis. Interested 8(a) concerns should, as early as possible, but no later than 15 days after publication of this notice, indicate interest in the acquisition by providing evidence of capability to perform multiple multi-discipline projects in several locations simultaneously and a positive statement of eligibility as an 8(a) business concern. The subject acquisition is for a broad range of maintenance; alteration, repair and construction work at Government Facilities in Washington, Oregon, Idaho, Montana and Nevada. The contract will be an indefinite delivery-indefinite-quantity type contract and will include a wide variety of individual construction tasks as identified in the MEANS Unit Price Book (UPB). The contract will be for a base term of 12 months with four 12-month option periods. During the contract period, various Engineering Field Activity, NW field offices will identify construction tasks required to complete each specific project and will negotiate and issue individual task orders. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. Individual projects will vary in size and complexity. The projects will include tasks in a variety of trades, including carpentry, road repair, roofing, excavating, electrical, steam, plumbing, sheet metal, painting, demolition, concrete masonry and welding. The North American Industry Classification System (NAICS) code is 23332. The minimum dollar value which will be required under this contract during the base year and each option year and which will be initiated by one or more task orders, will be $100,000. The maximum dollar value of the contract during the base year and each option year shall not exceed $10,000,000. The majority of the work will be located at Puget Sound Naval Shipyard, Bremerton, Washington and Whidbey Island Naval Air Station, Whidbey Island, Washington. Under the current contract, the average value of JOC task orders is $150,000. The Government anticipates significant subcontracting activity under the JOC contract and partnering is encouraged. 8(a) contractors must be registered in the Central Contractor Registration database. The JOC RFP will be released on or about October 2001. Proposals will be due 30 days after the proposal release date. This will be an all-electronic solicitation release.
