Description
This procurement is intended to obtain commercially available/non-developmental item (NDI) 40mm Cartridge, Foam Rubber Baton (FRB), Non-Lethal and 40mm Cartridge, Rubber Ball for use by the United States Marine Corps (USMC). The FRB round is for use in the M203 Grenade Launcher. The energetic components (i.e. primer, propellants, etc ) shall be selected by the contractor from Navy qualified formulations per SW010-AD-GTP-010 to meet performance specifications. The contractor shall maintain certificates of compliance for the material requirements of the Navy qualified formulations. Certifications shall be available upon request for each production lot. The cartridge shall be a true 40mm round and not sized for use in either a 37mm or 40mm weapon. Packaging of components shall be done in a manner which allows long term storage without degradation and meets Navy requirements. The average velocity of the projectile shall be 325 feet per second (fps) plus or minus 35 fps. The maximum individual velocity shall not be greater than 450 fps. A quantity of smokeless propellant shall be selected by the manufacturer to meet the performance specifications. NO black powder is allowed in the cartridge. The rubber ball 40mm round is for use in the M203 Grenade Launcher. The cartridge will contain a minimum of twenty-two (22) each 0.60 caliber rubber ball projectiles in a cartridge case. Each rubber ball shall weigh nominally 34 5 grains. The hardness of the rubber balls shall be 60 10 in Durometer A scale. A quantity of smokeless propellant shall be selected by the manufacturer to meet the performance specifications. NO black powder is allowed in the cartridge. The Government intends to issue a solicitation on about 16APR01 to all vendors responding to this announcement. The government intends to close the solicitation on or about 16MAY01. The contract type will be a Firm-Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ). The minimum quantity is 50,000/ea 40mm FRB rounds and 50,000/ea 40mm rubber ball rounds with a maximum quantity of 800,000/ea 40mm FRB rounds and 800,000/ea 40mm rubber ball rounds which may be ordered over the five-year life of the contract. The contract is F.O.B. Destination (NSWC Crane, Crane, IN). For the minimum quantity, delivery of the 50,000/ea is required 120 days after the effective date of the contract (DAC). Any subsequent delivery orders will order between 2,112/ea and 60,000/ea with a required delivery of the entire quantity due 120 days after order. The solicitation will require delivery of 60/ea product samples of both rounds by the closing date of the request for proposals. The 60/ea product samples will be tested to sections 3.4 and 3.5 of the specification. Vendor's product samples must meet those sections of the specification to be given further consideration for award. All vendors whose rounds pass the initial testing will contacted for a subsequent purchase order of approximately 480/ea rounds for evaluation of their rounds via testing of the rounds to section 3.1.5 of the specification. The government will require these rounds within approximately 21 days from award of the purchase order. The solicitation will be evaluated on a best value basis, and the Government will reserve the right to award to other than the lowest priced offeror. The government will consider past performance and pricing submitted by the vendors whose rounds have passed the testing delineated above.
