- Description
- The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division intends to negotiate with Sunstone, Inc., 345 Sandford Street, New Brunswick, New Jersey, 08901 on an other than full and open competitive basis (FAR 6.302) to acquire six types of custom designed materials for incorporation into anti-counterfeiting substrates. The following materials will be procured in the proposed acquisition for use as additives: three luminescent materials (up-converters) that include two rare earth phosphors that have narrow energy (IR) excitation and emitting in a narrow VIS wavelength and one bi-color rare earth phosphor that has a narrow energy (IR) excitation and emitting in a narrow VIS wavelength. All three rare earth phosphors, when combined with another type of rare earth phosphor, will have an emission in the IR wavelength when excited by a N-IR source. A firm fixed price supply contract is planned. All deliveries shall be F.O.B. Destination to the U.S. Army Soldier Systems Center, Natick, MA. This contractor is the only known source able to provide the required materials in the required time frame. Sunstone is the only company that can provide the additive materials and technology that meet all of the criteria and specifications defined by the Soldier Systems Center, including: (1) spectra wavelength, (2) energy absorption, (3) reflectance peaks, and (4) purity. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice represents the only official notice.
