Description
NASA's Goddard Space Flight Center (GSFC) is seeking an industry partner(s) for participation in the CO2, Black Carbon, Radiation and Aerosols (COBRA) Mission. This mission is proposed to respond to the NASA Announcement of Opportunity (AO) for the Earth Science System Pathfinder (ESSP) Program. The COBRA payload consists of 6 instruments: two cross-track scanning Earth Orbiting Scanning Polarimeter (EOSP) type instruments, one CO2 and one O2 high spectral resolution, high precision spectrometers for measurement of the CO2 and O2 column, and two high resolution (200m-1.6km) cameras for cloud imaging; a spacecraft; and two years of post launch support. The industry partner(s) will design, build, and test any or all of the 6 instruments of the COBRA Mission Payload; and provide post launch support. Additional information about ESSP can be accessed at http://essp.larc.nasa.gov/essp/ It is expected that primary selection of the COBRA Mission under the AO and the availability of funds would result in a contract(s) to design, build and integrate the furnished instruments into the spacecraft. GSFC plans to select a partner(s) using the following steps: 1) issue the Partnership Opportunity Document, which includes a mission overview of COBRA, instrument specifications and instructions about how to respond to this partnership opportunity; 2) schedule oral presentations; 3) receive presentation packages from interested Partnership Opportunity Document respondents; 4) conduct oral presentations, April 16-20, 2001; and 5) evaluate oral and written presentations. All Partnership Opportunity Document respondents who intend to make an oral presentation must provide written or electronic notice by no later than 5:00 p.m. Eastern Standard Time, March 27, 2001. Notice shall be by e-mail to William Cutlip at wcutlip@staac-mail.gsfc.nasa.gov or in writing to NASA/Goddard Space Flight Center, Attention: William Cutlip, Code 740.2, Building 12, Room N233, Greenbelt, MD 20771. All Partnership Opportunity Document respondents shall deliver their complete oral presentation packages to William Cutlip at the above address by no later than 5:00 p.m. Eastern Standard Time on April 5, 2001.
