Description
This is a REVISED SOURCES SOUGHT synopsis. This sources sought synopsis requests information needed by the Government prior to release of any potential solicitation. Details follow-please read this entire synopsis. Please note that this is a revision to a previous sources sought synopsis issued under the same solicitation number (N00174-01-R-0005). The ONLY CHANGES to the previous sources sought synopsis are the change of the North American Industry Classification System (NAICS) code to: 514199 and additional details are being provided. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED (BELOW) IN THIS SYNOPSIS, EVEN IF OFFERORS HAVE RESPONDED TO THE PREVIOUS SOURCES SOUGHT SYNOPSIS. This is not a request for proposals and in no way obligates the Government to award any contract, nor will the Government compensate interested parties for any information which they may provide in response to this synopsis. This sources sought synopsis contains the most currently available information. This information is subject to change at any time. The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) Indian Head, MD is seeking sources capable of providing Clerical and Other Administrative support, Supply Support Services, Industrial Support Services, and Information Management Support. A description of each of these functions follows: Admin/Clerical -- Provides clerical/administrative support to include functions such as preparing correspondence from drafts including enclosures and/or attachments; preparing naval messages using Defense Messaging Service software from drafts provided; filing documents (paper and electronic); maintaining office supplies and equipment; processing training requests via the Automated Training System; processing travel documents to include making travel arrangements; supporting meetings and conferences; escorting visitors; receiving and transferring telephone calls; receiving and distributing incoming mail; making copies; preparing reports, graphics and spreadsheets; processing facsimile documents; handling classified documents; maintaining Command master files; maintaining Command instructions; maintaining Command locator and roster; metering outgoing mail; placing action correspondence on Route Sheets for tracking purposes. Supply Support -- Provides integrated logistics support of Joint Service Explosive Ordnance Disposal and underwater in-service equipment including material acquisition and material handling; Maintains supply and disposal records and performs analysis of supply transactions; Initiates and edits requisitions for Fleet fill items and repair parts; prepares shipping documents; prepares and ships depot material to storage depots and EOD units; Provides clerical and technical supply support of procurement functions such as preparing, controlling and verifying procurement documents, assembling information and reporting on performance; Prepares synopses for CBD announcements. Establishes and maintains contract files. Compiles data and information for contract negotiations. Prepares and issues contract modifications for supplies and services; MILSTRIP requisitioning, editing, cataloging, invoice verification, and supply distribution; Maintains Material Safety Data Sheets (MSDS) and hazardous material/hazardous waste inventory records. Maintains, stores, and issues authorized inventory of hazardous material. Industrial Support -- Depot level repair and technical support services for the Underwater Life Support Equipment Repair Facility; Repairs and certifies underwater life support equipment and associated components; Repairs Electro-Mechanical EOD tool sets and components; Tests and repairs EOD mechanical equipment and gas transfer systems; hydrostatic testing and oxygen cleaning; repairs portable X-ray units, film processors, hand-held sonar, and ordnance locators; Interprets and implements maintenance support plans. Screens requisitions for accuracy and allowance requirements. Provides technical support regarding material descriptions and specifications. Reviews engineering changes for modified equipment to identify logistics impact. Maintains the depot repair parts inventory based on authorized allowance; Designs, fabricates and assembles parts in constructing new and modified specialized tool, equipment, experimental devices, models and prototypes of development work, scientific testing and similar work relating to the EOD Program in shop and field conditions; Operates and maintains numerous types of fixed and semi-fixed production machinery and equipment Information Management -- Develops/provides technical illustrations/images/photos; Compiles EOD Information Sets; Develops bibliographies; Develops/provides functional databases; Acquires new information; Develops/provides retrievable records; Provides support for Technical Library function; Provides technical editing; Develops/provides ad hoc products; Develops specifications/standards/SOP's; Performs product/software research and testing; Provides proofreading and associated QA support. Currently, the government in-house workforce is performing these services. It is intended to perform a cost comparison, pursuant to OMB circular No. A-76, in order to determine the most efficient and cost-effective performing activity. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a Contractor is selected as the most cost-effective performing activity, an award will be made in accordance with OMB Circular A-76 in conjunction with all other applicable Government and Navy acquisition regulations. If a contract award is made, Government employees displaced by the award will have the right of first refusal for positions with the Contractor for which they are qualified. Personnel and facility requirements will include the necessity to have or obtain security clearances, most likely at the Secret Level. (3) If disadvantaged, under which disadvantaged group and is your firm certified under Section 8(a) of the Small business Act? (4) Is your firm a certified "hub-zone" firm? (5) Is your firm a woman-owned or operated business? Also provide responses to the following: (6) Provide a brief history of similar services and identify the agencies for which your firm has furnished these services. (7) Do you plan on being the Prime contractor or a subcontractor for this effort? Can your firm perform the entire task or do you intend on putting a team together?
