- On August 16, 1999, the "Veterans Entrepreneurship and Small Business Development Act of 1999," Public Law 106-50 was signed. The Department of Veterans Affairs, Center for Veterans Enterprise (CVE) through issuance of this notice seeks to identify all businesses owned and controlled by Service-Disabled Veterans and Veterans. Owned and controlled means a business that is 51 percent-owned by one or more veterans or service-disabled veterans or, in the case of any publicly owned business that is 51 percent owned by one or more veterans or service-disabled veterans; and whose management and daily business operations are controlled by one or more veterans or service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such a veteran. Veteran means a person who served in the active military, naval, or air service, and who was honorably discharged. Service-Disabled Veteran is a veteran with a disability that is service-connected. Service-Connected means that a disability or the resulting death was incurred or aggravated in the line of duty in the active military, naval, or air service. Military/Eligible Reservist means a member of a reserve component of the Armed Forces ordered to active duty during a period of military conflict. Period of Military Conflict means a period of war or national emergency declared by the Congress or the President, or a period of a contingency operation.
