Description

RIA SN: 3W2937100X15, HQ, Operations Support Command intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to ALL Equipment Company for the purchase of Air Compressors with Receivers in accordance with Rock Island Drawings RIA149321, RIA148851 and RIA149183 for the Forward Repair System. The solicitation will include one base year and four one-year options. Minimum quantities: base year 19 each, 1st option year 25 each, 2nd option year 53 each, 3rd option year 30 each, 4th option year 26 each. Maximum quantities: base year 55 each, 1st option year 127 each, 2nd option year 127 each, 3rd option year 127 each, and 4th option year 127 each. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source for a Firm Fixed Price contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. Other products would pose a configuration and compatibility problem with existing systems. A Justification and Approval for Other than Full and Open Competition has been prepared in support of this acquisition. Only Air Compressors with receivers having proven history in fully exposed outdoor applications with the following characteristics are acceptable: Description: Air Compressor, 50 AFCM (measured at the outlet) 175 PSI, two stage, with inter cooler between stages, baseplate mounted, Ingersol Rand model #7100X15 modified in accordance with Rock Island Drawings as identified in the document, air compressor shall be supplied with 15 HP TEFC motor, 3 phase, rated for 208-230/460 V at 60 HZ and 190/380 V at 50 HZ, Nema 4 starter, Start up kit with T30 select synthetic lube, crankcase heater and thermostat kit, Ingersoll-Rand #32228199, inlet filter with a rating of 10-micron maximum, inlet filter cover constructed from steel, air compressor shall have a discharge air temperature to within 25 degrees Fahrenheit (13.9 Celsius) at ambient air temperature, air compressor shall provide an over pressurization relief valve, a low oil level cutoff switch, Ingersol Rand #32201527, an air cooled aftercooler. Aftercooler coil, intercooler coil and belt grooves of pulleys shall be left unpainted, the remainder of compressor, receiver tank, pump heads and interconnecting piping shall be painted IAW MIL-C-53072 using finish 20.24 of MIL-STD-171, CAR paint colors tan or OD green, and options for camouflage pattern. Overall width of compressor with motor and all above components installed to be 25.75" MAX. Air receiver, 24" diameter, 80 gallons, 200 PSI, Sylvan Industries #82-24-80-200. The block heater and thermostat are to have a mounted junction box to facilitate the wiring requirements. Crouse Hinds Part Number D51006. Pressure Switch Block per drawing RIA149496. The width of the air compressor unit may not exceed 25.62 inches. Interested parties shall identify their interest in writing and must include prices and descriptions containing sufficient technical documentation to establish a bonafide capability to meet the requirements. This notice is not a request for competitive proposals. No award will be made on the basis of offers or proposals received in response to this notice. To be considered, interested parties must provide Manufacturer's product literature and performance data, sufficient to verify compliance with the above specification requirements. Item by item specification compliance statement describing the differences between the above specified and the proposed equipment. Manufacturer's certification of Prototype testing performed on a complete and functional unit (Component level type tests will not substitute for this requirement). Results of all prototype tests are to be submitted with certifications. Submissions shall include Manufacturer's published warranty documents, shop drawings showing plan and elevation views with certified overall dimensions, as well as wiring interconnection details. The Air compressor and its components must be a proven design which has been prototype tested to prove compliance with all specification requirements as stated above, and in regular production by the manufacturer for a minimum of 3 years in order to demonstrate acceptable field performance. Submissions shall also include quality data on the specific model and configuration proposed. Data to be provided must include specification and data sheets on the specific air compressor proposed (not component spec/data sheets), detailed outline drawings of the finished package, and a complete set Operation, Service and Parts Manuals on the specific product required. The manufacturer must have in place a world-wide distribution system which offers 24-hour parts availability for the parts required for the air compressor including the receiver. All parts must be fully documented and available to this parts distribution system. A listing of parts/service distributors shall be included with submission. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. If no responses are received which demonstrate an equivalent source is available by the 15th day after publication of this notice in the CBD, a contract will be awarded to Cummins Great Plains.
