Description

This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Quotes are solicited with this notice. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-22. The Television-Audio Support Activity proposes to procure: one each Editing System Upgrade, upgrade to an Avid Symphony Non-linear editing system from two (2) each existing Government owned Avid Media Composers. Upgrade includes the following major components: two each Avid P/N 0510-03331-02, MC100XL-MII 3D to Symphony-MIII, two (2) each Avid P/N 0090-03037-01 IBM THOR 933MHZ CPU (No RAM), two (2) each Avid P/N 0020-03109-01 IBM THOR CPU fan kits, two (2) each Avid P/N 0030-0306201 3D connector boards for IBM THOR CPU, and eight (8) each Avid P/N 0860-03008-03 256MBRAM memory for IBM THOR CPU. FOB: Fort Rucker, Alabama 36326. The Government anticipates negotiating and entering into a contract on a sole source basis with Avid Technology Inc., 700 13th Street, NW, Suite 950, Washington, DC 20005, under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. However, all responsible sources may submit an offer which shall be considered by the agency. Offeror's proposing to provide other than the requested item shall include specification data sufficient to enable the Government to determine the capability of the offered item to meet the specifications stated above. All responses to this notice must make reference to quotation number HQ002810798607. The SIC Code for this acquisition is 3663, size standard 750 employees. To be eligible to receive an award resulting from this quotation, contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. The following clauses and provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items and 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, with the following sub-clauses: 52.222-21, 52-222-26, 52.222-35, 52.222-36, 52.232-33; and DFARS 252.212-7001, with the following sub-clauses: 252.225-7001 and 252.225-7007. DFAR Clause 252.204-7004. FAR Provision 52.212-2, Evaluation-Commercial Items, also applies, with the Government's evaluation criteria as follows: "The evaluation criteria for this solicitation will consist of technical capability of the offeror to meet the agency technical, price and past performance. Technical capability and past performance together are approximately equal to price". Offerors shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer.
