Description

The Aviation Applied Technology Directorate proposes to acquire on an other than full and open competitive basis a program entitled, "Fort Rucker T55 Engine Upgrade". The objective of this program is to upgrade the existing Automatic Engine Data Acquisition Test System (AEDATS) and upgrade the T55 engine test cell at Fort Rucker for testing T55-GA-714A engines. The CH-47 fleet is currently being upgraded from T-55-L-712 engines to T55-GA-714A engines. This effort will support the CH-47 Program Manager's engine upgrade program by providing a test capability at Fort Rucker, Alabama. The effort will consist of a (15) month technical effort. A noncompetitive acquisition to Howell Instruments, Fort Worth, Texas is intended pursuant to 10 U.S.C. 2304 (c)(1). Howell is deemed to be the only responsible source. It is the developer and sole supplier of the AEDATS system. It is the only known source possessing the expertise, experience, and design data necessary to satisfy the Government's requirements. All responsible sources may submit a proposal, which will be considered by this agency. This acquisition will be conducted using Alpha Contracting techniques; therefore a formal solicitation for this program will not be issued.
