Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for the following tasks related to the improvement of the Automatic Differentiation in Fortran (ADIFOR) version 3.0 suite of tools and its use for applications to government-owned, government-supplied versions of codes, for government-supplied test problems with a basic requirement period of performance of April 16, 2001 -- November 30, 2001. The contractor shall modify the ADIFOR 3.0 suite of tools to include a preprocessor suite of tools to help in processing codes that do not conform to ADIFOR's language specifications. The contractor shall apply the resulting improved ADIFOR 3.0 suite of tools to government-owned, government-supplied codes, for government-supplied test problems. The task includes any modifications necessary to the ADIFOR 3.0 tool to include, or cooperate with, the new capabilities, new ADIFOR 3.0 tool applications, verification for accuracy of the ADIFOR-generated codes, and identification of, documentation of, and attempts to fix performance impediments in the ADIFOR-generated codes. An option period of December 1, 2001 -- March 31, 2002 is included for an extension of the basic tasks. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Rice University, who is the only responsible source and no other supplies or services will satisfy Agency requirements. Rice University has extensive unique experience and capabilities which were gained in prior NASA sponsored cooperative agreements (3) and purchase orders (2). The proposed work would leverage all these prior developments and experience toward a suite of general-purpose, improved automation tools and improved applications on the STAGS code for use in the Ultra-Efficient Engine Program (UEET) on the STAGS by the government. It would take substantial duplication of time and money for another firm to complete this task, and these costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 4, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
