Description

A sole source procurement in accordance with FAR 6.302-1 is contemplated within 30 days with ITT Industries, Advanced Engineering and Sciences Division, P.O. Box 39550, 5009 Centennial Blvd, Colorado Springs, CO 80918 (See Numbered Note 22). The Computational Mechanics Branch has a requirement for the development of the aerosol production models in the high-fidelity agent release model (CH-ARM) to accurately predict released agents. Critical portions of the CH-ARM code are claimed proprietary; therefore, ITT Industries is the only source that can satisfy our requirement. All responsible sources may submit an offer. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified below.
