- Description
- Proposed Indefinite Delivery Indefinite Quantity Contract (IDIQC) for a period of one year with six additional one-year option periods. Multiple contracts may be awarded, up to three contracts. Each contract will provide for a guaranteed order of $10,000, to be awarded in the first year of the contract. No minimum order amount applies to the option periods. If more than one contract is awarded, the Government will select the contractor for each task order considering the need to satisfy the minimum order obligation, the selection evaluation factors, the contractor's past performance, and the contractor's ability to perform timely. Reference FAR 52.216-19, Order Limitations: Individual task order minimum is $500; 30-day aggregate order maximum is $1,000,000; yearly aggregate order maximum is $2,000,000. Estimated annual volume of work is $400,000. This is an estimate only and not a guarantee of work to be awarded. -- Fixed price task orders under the IDIQC will involve design and construction phase Architectural/Engineering (A/E) services for improvements, repair, and maintenance of the Rocky Mountain Laboratories (RML) for the National Institutes of Health (NIH), located in Hamilton, Montana. The existing facility consists of administrative, biosafety level (BL) 2 and 3 biomedical laboratories with related spaces, and support services areas. The facility is currently undergoing a composite facility upgrade construction program. Services may include, but are not limited to, development of program and design requirements for renovation and new construction, development of conceptual through final design schemes, performance of environmental monitoring and engineering surveys, preparation of plans and specifications for small purchases or bidding, preparation of detailed cost estimates, and post design services such as construction administration services. The prime A/E shall, either in-house or through consulting relationships, organize and present a project core team, which shall consist of an architectural, interior designer, laboratory designer, mechanical engineer, electrical engineer, and civil engineer. The core project team shall be supplemented, either in-house or through consulting relationships, with the services of an environmental engineer, geotechnical engineer, certified industrial hygienist, fire protection engineer, structural engineer with seismic design experience, historic preservation specialist, construction contract administrator, cost estimator, and bio-safety specialist. The design of deliverables shall be accomplished or reviewed and approved by engineers and architects registered to practice in the particular professional field involved in a state or possession of the United States, Puerto Rico, or in the District of Columbia. The contractor will be required to use standard NIH policies and guidelines (http://www.des.od.nih.gov/planning/nihpol.htm). Drawings prepared under task orders may be required in the latest release of AutoCad. Plans and specification may be required to be prepared in metric dimensions. -- The contractor or its subsidiaries or affiliates who performs the A/E design for the task order projects, shall not be eligible for award of any subsequent construction contract for these projects. Those firms, which meet the requirements described in this announcement and wish to be considered, must submit an SF 254 for all members of the proposed team (prime and consultants) and a composite SF 255 for the proposed team. Pertinent statements relative to the evaluation factors shall be included in Part 10 of SF 255. In addition, in Part 10, provide descriptions of no more than two projects listed in Part 8 of SF 255 demonstrating the experience and expertise required in the evaluation factors. Describe business arrangements for services to be provided by consultants. Include an organizational chart listing names of key personnel and their titles and a statement indicating willingness to participate, signed by a principal member or each proposed consultant. In Part 10 of the SF 255, provide descriptions of no more than two projects listed in Part 8 demonstrating the experience and expertise required in the evaluation factors. Identify which members of the design team handled the projects(s) listed. Provide current names with telephone numbers of pre-notified references associated with each illustrated project. Selection will be based on the following evaluation factors, listed in descending order of priority, with (1) and (2) being of equal value. (1) Professional qualifications of design team necessary for the required services; (2) Specialized experience and technical competence in the type of work required; (3) Location in the general area of the project and knowledge of the locality of the project; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality control, compliance with performance schedules, and administration; for both design and construction phases; (5) Demonstrated expertise and experience in working as a team with listed consultants; (6) Capacity to accomplish the work in the required time. The proposed contract is listed for unrestricted competition under the Small Business Competitiveness Demonstration Program. All firms may be considered regardless of size. Submit five copies of the qualification statements to. The deadline for response is 3:00 P.M. PDT, April 26, 2001.
