- Description
- The Federal Bureau of Investigation's (FBI) Criminal Justice Information Services Division is in the process of automating its Uniform Crime Reporting (UCR) Program. The UCR Program is a nationally recognized data collection program utilized for widespread crime analyses and criminal data compilations to aid in the development of criminal justice solutions. The UCR Program serves as a resource for law enforcement, policy makers, academia, and the American public. In support of this automation effort, the FBI requires technical expertise in the subject matter of data analyses, statistical reasonableness, statistical methodology for a national data collection program as well as information technology architecture, prototype, development, and implementation of automation projects. The technical support is for one year with two additional one-year option periods. Performance will require weekly telephone conversations, interface with the user community, and attendance at meetings and Board sessions. Many of the meetings and Board sessions will be held at the FBI's Clarksburg, West Virginia, facility; therefore, the resulting Contractor shall be within a 120-mile radius of the facility. The resulting Contractor shall possess a knowledge of the UCR Program's existing data collection process and current business practices; knowledge and experience in the substantive area of crime reporting with advanced research and statistical expertise to include, but not limited to, analytical planning based on established objectives, use of statistical software in the development and integration of data, and application of statistical analyses for management and reporting of statistical findings (analyses of regression, factors, modeling, and segmentation); ability and experience in statistical data manipulation, integration, compilation, analysis, interpretation, and presentation; possess an advanced degree and experience in project management of information systems/research/statistical data; and shall possess or be able to obtain a SECRET security clearance as well as facility access to the Clarksburg facility. Travel in conjunction with this requirement is estimated to include five trips per year to Washington, D. C., and two trips per year to Advisory Policy Board meetings, which are held within the United States. Performance of this requirement will be predominantly at the Contractor's site as well as the FBI's Clarksburg facility. The due date for responses to the solicitation has not been established at this time. The due date will be provided upon issuance of the RFP.
