Description

The Environmental Protection Agency (EPA) is contemplating setting the "Technology Transfer and Training" procurement aside for small business participation only. NAICS code 541620 will be used. The size standard is $5M. This requirement will support the EPA Office of Solid Waste and Emergency Response Division. The purpose of this procurement is to obtain the support services of a contractor who will facilitate the government's conduct of national and international technology transfer activities. These activities include: The issuance of analytical reports pertaining to technologies and technology based information related to hazardous waste response, characterization, or clean-up actions; Field analytical monitoring and measurement; The facilitation of technology demonstrations; The delivery of technical and programmatic training; and, the conduct/delivery of other technology transfer activities including seminars, formal meetings, electronic bulletin boards, information bulletins, and the OSWER Exhibits program. In pursuit of this objective, a draft copy of the contract statement of work (SOW) is provided on the internet. http://www.epa.gov/oamsrpod/neiheisel/emrad/index.htm Interested parties are requested to review the draft SOW and submit a brief qualification statement by 03 Apr 2001 to the following address: U.S. EPA, Ariel Rios Building 1200 Pennsylvania Avenue (3805R), Washington D.C. 20460 ATTN: Jewel Carter. The Government will set this procurement aside based on a review of the qualification statements. The Government believes there are a least two qualified small businesses able to submit proposals. The Government's decision will be published here in the "Procurement Status Information" on or before 03 May 2001. All parties are encouraged to submit qualification statements demonstrating their best capabilities in the seven task areas specified in the SOW. Potential offerors should also provide a brief statement addressing the Evaluation Factors, items 1 and 2 listed below. The Qualification Statements will be used by the Government solely for the purpose of determining whether or not the procurement will be a small business set aside. No notification of offerors will be made relative to the Government's assessment of individual Qualification Statements. The Government does not intend to award a contract on the basis of this Request for Information (RFI), nor resulting from this RFI. This RFI does not constitute a Request for Proposal. Limit your submission to no more than 5 pages. It is contemplated that any final contract award under this procurement, if and when made, will be based on the following evaluation factors listed herein alphabetically. 1. Past Performance -- results of responses received from references concerning the offeror's past performance. 2. Relevant Experience -- demonstrate relevant experience and expertise in dealing with issues relevant to implementation of technical and technology based information transfer, training, research and development programs, meetings and conferences support, Internet web site operation and maintenance, RCRA and CERCLA legislative issues, and analysis and strategic planning for environmental hazardous waste remediation, characterization and monitoring, on both national and international levels.
