- The Center for Substance Abuse Treatment (CSAT), a Center under the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to award a three year contract for "Methamphetamine Abuse Treatment _ Special Studies." This project will be awarded on a sole source basis to The Integrated Substance Abuse Programs at the University of California, Los Angeles, CA. The statutory authority for this sole source contract is 41 U.S.C. 253 (c) (1), per FAR 6-302-1. It is anticipated that this contract will be awarded without competition since the collection and maintenance of data on which the studies will be based has been initiated and performed under cooperative agreement at the University of California at Los Angeles. If responsible sources believe there are extenuating circumstances which would enable them to perform the requirement, they may submit proposals which will be considered by CSAT. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement The central purpose of this contract is conduct several special studies of methamphetamine abuse treatment, all based on a CSAT cooperative agreement, the Methamphetamine Treatment Program (MTP), studying a treatment approach developed by the Matrix Institute in Los Angeles, California. CSAT seeks a contractor to conduct these studies and prepare reports based on the findings. The contract will support four required special studies derived from MTP. CSAT will have the option to require up to four additional studies on topics that emerge during the course of the contact. The optional studies will also derive from either the MTP study or from the required contractual studies. The required studies are: Study 1: Multiyear Methamphetamine Treatment Follow-Up Study _ to determine the durability of treatment effects along the major outcome dimensions employed in MTP; the frequency, duration, type, and effects of subsequent treatment services received; and the associations between treatment and client characteristics and these post-treatment dimensions. The study will follow persons treated in the MTP up to 36 months after the index treatment, systematically gathering data using instruments and data elements that link to MTP data. Study 2: Effects of Treatment Re-engagement Following Matrix-Model Treatment for Methamphetamine Abuse _ to determine the impact of post-treatment follow-up or "booster sessions" on outcomes of Matrix Model treatment for methamphetamine abuse. Study 2 will develop one or more types of re-engagement or booster session interventions for persons who completed the standard Matrix Model treatment, and examine the effects of these interventions on treatment outcomes. Study 3: Adherence to Manualized Treatment Protocols Over Time _ to assess adherence to manualized treatment as a function of time. Using therapists trained in the MTP and information on treatment protocol compliance, the study will continue to monitor compliance and assess protocol adherence over time. Study 4: Economic Analysis of Outpatient Methamphetamine Treatment _ to evaluate the cost of the Matrix Model and of other promising models studied in MTP, and the cost effectiveness and/or cost benefits of treatment. The cost finding approach developed for CSAT will be used to determine costs, and outcome data from MTP will serve as the primary information for effectiveness and related studies. Offerors must demonstrate that they 1) can achieve full contract implementation during FY 01, and provide a seamless transition _ including the continuing involvement of the current MTP grantees, treatment recipients, therapists, and research assistants, and use of MTP data and data systems _ from the current MTP grant program to contractual services; 2) have a thorough knowledge of the Matrix Model for treating methamphetamine abuse; 3) have demonstrated competence in conducting substance abuse treatment studies; and 4) have demonstrated competence in achieving high follow-up rates in substance abuse treatment studies. A DRAFT Statement of work, and DRAFT performance evaluation criteria will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts]. The draft items will be posted on or about April 4, 2001. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable.
