- PROJECT TITLE: ENVIRONMENTAL CONDITION OF PROPERTY MAP, EAST FORT BAKER, CALIFORNIA. JOB DESCRIPTION: Sources Sought/Notice of Intent to Negotiate with One Source. The proposed Contract action is for services that the Government intends to solicit and negotiate with: Synectics to develop a map detailing the environmental condition of the property at East Fort Baker, Sausalito, California, both the chemical and location data. The map will be used as one of the final transfer documents when East Fort Baker is transferred to the National Park Services in July 2001. Sole sourcing this contract to Synectics is based on the fact that Synectics' database currently hosts all the chemical data for approximately 500 sampling locations on East Fort Baker. Most of these locations have chemical data for multiple analyses resulting in a large array of data. Therefore, the tables and structure of the database and map foundations already exist. Through a sole source contract to Synectics the Government takes advantage of Synectics' corporate knowledge at East Fort Baker over the last five years and benefits in the cost savings. A determination by the Government not to compete this proposed contract is within the discretion of the Government. All responses from organizations or firms believing they have equal qualifications to the named sole source provider must provide very specific qualifications statement that discuss each of the issues raised above as to the qualifications required and possessed by the sole source provider. Failure of respondents to provide complete and detailed information, not allowing the Government adequate information to decide to open this acquisition for competition, will result in the Government processing the action on a sole source basis. This announcement is not a call for bidders to request copies of a Request for Quotations. Responses to this synopsis will not result in the respondents receiving a Request for Quotations. If the Government decides, based on the responses, that it will open the acquisition for competition, then a separate synopsis will be published inviting bidders to request copies of the Request for Quotation.
