- Please see the Attachments for the Draft RFP for Soliciation F42650-01-R-A272 with its accompanying Statement of Work. It is posted at http://www.fedbizops.gov. See also original synopsis posted to the CBD as F42650-00-RA272 on 2 Nov 2000 and amendments 01 posted 7 Nov 2000 and 02 posted 22 Mar 2001. All future references will be made to F42650-01-RA272. Your attention is drawn to clause 5352.215-9001 Notice of Pre-Bid/Pre-Proposal conference for complete information. Date: 11 April 2001, Wednesday, Time: 9:00 AM. One on One discussions will be held for those contractors interested after the site visit. Please note a schedule for these meetings will be posted the day of the Industry Day. (See the above clause for more information) Following are questions that are pertinent to the Mail/Technical Order warehousing requirement which we would request feedback from the Contractor's on as to how Industry handles these situations. We also encourage any questions that we may answer for you. 1. How would Industry establish a system for receiving and delivery of priority and first class mail/ 2. What do you consider to be the highest risk in a contract of this type? Our concerns are timeliness, security, and proper handling. 3. How would you propose to properly dispose of Technical Orders without compromise? 4. How would you propose to keep Technical orders secure maintain timeliness from receipt until mailed to customers. 5. After review of the Statement of Work, is there suggestions/comments you, as contractors, would like to see us address in the new requirement? The approximate issue/response date will be 11 APR 2001. Electronic procedure will be used for this solicitation. See our Web page. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
