Description
The United States Environmental Protection Agency (US EPA), Office of Atmospheric Programs (OAP), Global Programs Division (GPD) anticipates conducting a full and open competition to award up to two single award definite-quantity, level of effort, cost reimbursement contracts and a small business set-aside competition to award one definite-quantity, level of effort, cost reimbursement contract for Consulting Services for the Global Climate Change and Stratospheric Protection Programs. Each contract is anticipated to have a one-year base period with four (4) one-year option periods for a total potential period of performance of sixty (60) months. The total requirement across all awarded contracts would be for a maximum level of effort of 297,500 hours including the base and option periods. It is anticipated the level of effort will be divided as follows: 40.0% of the level of effort to each of the top two contractors in the full and open competition and 20.0% of the level of effort to the top contractor in the small business set-aside competition. These percentages are subject to change and will be determined in the formal solicitation. Small businesses may participate in both the full and open competition and the set-aside competition if desired. The applicable North American Industry Classification Code (NAICS) is 541620 "Environmental Consulting Services" with a size standard for small businesses of $5.0 million. The formal solicitation is not available at this time, however it is currently anticipated to be released on or about 07 May 2001. Proposals will be due 30 days after release of the formal solicitation. In general terms, the contract(s) will require the contractor(s) to research, evaluate and analyze data and information in connection with the assessment of issues relating to: greenhouse gas (GHG), ozone-depleting substance (ODS), and other anthropogenic emissions; atmospheric science relating to climate change, stratospheric ozone depletion, interactions between these phenomena, and other atmospheric issues; domestic and international effects of climate change; other issues (such as sustainable development, ozone depletion, and wise resource use) that also provide ancillary climate change benefits; and other areas as specified in the Statement of Work. All parties interested in being placed on the bidder's list should submit their request via E-mail at Minjack.Robert@epa.gov or via facsimile at (202) 565-2562. The draft and formal solicitations, bidder's list, amendments, Conflict of Interest (COI) strategy, procurement updates and other related information and items will be posted on the Internet and downloadable from the website listed above as they become available. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Written Industry comments/feedback on the Statement of Work (SOW) and any future Internet postings are solicited and highly desired. Telephonic requests or inquires will not be taken. If Internet capability is unavailable, interested parties must submit an E-mail or written verification stating this fact to Robert M. Minjack so that hard copies of downloadable information may be provided. Only one copy of each available document will be issued to any corporate entity, regardless of the number of requests from one or more different geographic regions.
