Description
The Center for Substance Abuse Treatment (CSAT), a Center under the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to award a three year contract with two, one year option periods for the "NATIONAL TREATMENT OUTCOMES MONITORING SYSTEM (NTOMS)" under solicitation number 270-01-7086. This project will be awarded on a full and open competitive basis. CSAT is seeking proposals to develop, implement, and operate a National Treatment Outcomes Monitoring System (NTOMS) in support of departmental and agency goals and the National Drug Control Strategy (NDCS). As the lead Federal agency for the improving the treatment of substance related disorders, CSAT is seeking to establish a outcomes monitoring system that will further enhance its ability to carry out its statutory responsibilities to evaluate treatment programs to determine the quality and appropriateness of various forms of treatment and assess the quality, appropriateness, and costs of various treatment forms for specific patient groups (42 USC 290bb: Sections 507(b)(I 3) and (14), Title V of the Public Health Services Act) and to provide data for the Office of National Drug Control Policy. NTOMS will be the data system for reporting progress in achieving the reduction of health and social costs to the public of illegal drug use. It will support and promote effective, efficient, and accessible drug treatment, ensuring the development of a system that is responsive to emerging trends in drug abuse. NTOMS development is included in the NDCS Performance Measures of Effectiveness System as Goal 3, Objective 1, Target 4: Implement NTOMS. NTOMS will provide data to track drug abuse treatment access and effectiveness as part of the National Drug Control Strategy performance Measures of Effectiveness (PME) System. ONDCP is required by statute to report annually on the progress made by the national drug control community in achieving the targets set in the NCDS (21 USC 1705(b)). NTOMS will build on the foundation already established through the Drug Evaluation Network System (DENS) and the "Random Access Monitoring of Narcotic Addicts" (RAMONA) methodology being developed through ONDCP Counter Drug Technology Assessment Center contracts. The Drug Evaluation Network System (DENS) links treatment centers and research facilities through a common computer network. DENS utilizes the Addiction Treatment Inventory (ATI) and the Addiction Severity Index (ASI) to provide information on the nature and severity of family, medical, psychiatric, employment, legal, alcohol and drug problems. The contractor will perform and maintain all activities required to fully support the ongoing sample design and maintenance, treatment provider recruitment and retention, data collection and processing, and report generating aspects of the National Treatment Outcomes Monitoring System. In NTOMS, information will be collected weekly on the nature and amounts of treatment services actually received using the Treatment Services Review (TSR), a 5-7 minute structured interview. The ASI will be re-administered at discharge and, for a sub-sample of discharges, at follow-up, generally six months after discharge from "active treatment," allowing assessment of change during and after treatment. The NTOMS admission and follow up modules will integrate ONDCP's methodology for estimating chronic hardcore drug use, RAMONA. . This contract will continue the process of conceptualizing and implementing NTOMS and RAMONA, adding to the instrumentation and software currently in development and move to full operation of the new surveillance system. A DRAFT Statement of work, and DRAFT performance evaluation criteria will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts]. Potential Offerors are encouraged to review the draft statement of work. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable. Comments will be received until April 10, 2001. The estimated date for issuance of this RFP is April 19, 2001 with responses due approximately 30 days thereafter.
