Description

The U.S. Environmental Protection Agency (EPA), as part of a court ordered settlement agreement, has a requirement for the services of an expert witness/consultant to develop an Environmental Impact Statement (EIS) in order to evaluate the impact of mountaintop mining and valley fill activities on the environment in the state of West Virginia. The settlement agreement has identified Mr. John Morgan, of Morgan Worldwide Mining Consultants, Lexington, Kentucky, to develop the EIS. The EPA intends to award a purchase order on a sole source basis to Morgan Worldwide Mining Consultants. This notice is not a requrest for competitive quotations. See Numbered Note 22.
