This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ONE PROJECT-SPIN TESTING OF TWO GOVERNMENT SUPPLIED SUPERALLOY DISKS. VENDOR SHALL PROVIDE ALL HARDWARE AND MACHINING REQUIRED FOR SPIN TESTING DESCRIBED IN THE FOLLOWING STATEMENT OF WORK. STATEMENT OF WORK: *DRAWINGS OF FIGURE 1 (GOVERNMENT SUPPLIED SUPERALLOY DISK) AND FIGURE 2 (APPROXIMATE SHAPE AFTER MACHINING) AVAILABLE UPON REQUEST. FAX YOUR REQUEST FOR THE DRAWINGS TO: SHEREE A. FRATUS, FAX # (216) 433-2480, AND REFERENCE SOLICITATION # 3-173317. This Statement of Work (SOW) describes spin testing of government provided disks at temperatures to 1500F. The vendor shall machine the government disk, build the required arbor, and run two "creep growth" spin tests and one burst test. Two disk of nickel-base superalloy of the shape described in Figure 1 will be provided to the vendor. The vendor shall machine the disks to the approximate shape shown in Figure 2. Finalization of the shape will require negotiations between NASA and the vendor to ensure optimal performance in the spin pit. Arbor(s) shall be designed and built for the spin testing at the required temperatures. All engineering and integration of the arbor and disk into the spin pit shall be the responsibility of the vendor. Spin testing shall be performed at a specified temperature and RPM required for significant creep of the web region of the disk. The actual speed and temperature shall be determined by NASA personnel after consultation with the vendor. Growth of the web shall be monitored and verified at the end of spin testing. Assumed time in the spin pit (for pricing purposes) shall be set at six days, divided between the two disks. The government reserves the option of adding funds to increase time in the spin pit if necessary. One of the disks shall be run to burst after creep testing at an elevated temperature to be determined by the government after consultation with the vendor. Documentation of the burst event, i.e. RPM and growth of disk at burst, shall be provided. Finally, a report covering all aspects of this program shall be written by the vendor at the end of the project. The provisions and clauses in the RFQ are those in effect through FAC 97-21. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334519 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery is preferred FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4-5-01 4:30 p.m., and may be mailed or faxed to: Sheree A.
