Description
The Center for Substance Abuse Prevention (CSAP) is soliciting proposals to continue CSAP Workplace Helpline. As function of its national leadership responsibilities in alcohol and drug abuse prevention, CSAP, through the Workplace Helpline, provides access to information and guidance on workplace alcohol and drug prevention issues for business, industry, labor and community-based organization on national basis. The CSAP Workplace Helpline provides telephone consultation to assist callers (a) assess the nature and extent of alcohol and other drugs abuse in their organizations; (b) develop and implement alcohol and drug prevention policies and other work-site initiatives; (c) choose an employee assistance program that is compatible with their organization; (d)develop and implement employee and supervisor education and training programs; (e) understand and consult on the policy and employee relations implication of alcohol and other drug testing (f) identify sings and symptoms of alcohol and other drug use. In addition, CSAP Workplace Helpline workplace specialists provide local regional and national resource referrals networking and Internet resources, and publications on issues related to substance abuse prevention and intervention in the workplace. The contractor shall operate the toll-free CSAP Workplace Helpline in a manner consistent with the deliverables in RFC. A one year contract plus four option years of performance is anticipated from any contract resulting from the RFP. The North American Industry Classification for System (NAICS) Code for this acquisition is 514612. DRAFT Statement of work will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts] on or about Friday, March 26, 2001. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable. Interested Parties are encouraged to review the draft items and send comments electronically hpollard@samhsa.gov . Comments will be received until April 02, 2001. The estimated issuance date of RFP 277-01-6053 is April 5, 2001 with proposals due approximately May 8, 2001. The solicitation may be obtained in either of two ways; by mail, or electronically, by downloading a file from the World Wide Web at http://www.samhsa.gov/contracts/contracts.html Files will not be made available on the World Wide Web until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail or check the Web regularly for amendments which will also be posted there and can be downloaded electronically. You may choose any of the two methods for obtaining amendments. Note, however, that if you rely on the Web for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, you have downloaded these amendments. All RFP requests must cite the RFP Number. Requests for copies of the RFP to be mailed must be made in writing. Fax requests will be accepted at (301)594-0535 but please confirm by phone that your fax request has been received. Requests will be filled on a first-come, first-served basis until the supply is exhausted. Telephone requests will not be honored. This is a full and open competition, all responsible sources may submit a proposal which shall be considered by SAMHSA/CSAT.
