- Description
- The Social Security Administration (SSA) intends to negotiate solely with Rhoda Schulzinger, 705 Hankin Street, Silver Spring, MD 20910 for consulting services under an existing purchase order. This acquisition will continue performance of Task 5 under the current order and add three new Tasks as follows: TASK 6 -- Draft and issue a Social Security Ruling (SSR) that will compile and respond to many substantive policy questions SSA has received based on the training and adjudicator experience implementing the revised regulations in the past (deliverable due March 31, 2002); TASK 7 _ Review all Disability Digests for childhood disability policy guidance that is still relevant to the SSI childhood disability program, update this guidance, and incorporate it into a new SSR or Rulings (deliverable due March 31, 2002); TASK 8 -- Assist SSA in resolving policy issues surrounding, and providing instruction for, the evaluation of child SSI recipients who undergo a continuing disability review under the revised SSI childhood regulations (deliverables due September 30, 2001 and March 31, 2002). THIS IS NEITHER A REQUEST FOR QUOTATION OR AN ANNOUNCEMENT OF A FORTHCOMING SOLICITATION. Rhoda Schulzinger is an attorney who specializes in family policy issues, with a special focus on services for children and young people with disabilities and chronic health conditions. As a private consultant, Ms. Schulzinger analyzes laws and regulations; develops programmatic and policy options; and examines the impact of laws or proposals on families and their children. Her substantial expertise includes income assistance, special education, health, mental health, and child welfare issues. With this unique experience and knowledge, Ms. Schulzinger was awarded a contract to assist SSA in drafting and testing regulations, obtain input from individual medical and legal experts about particular matters in the draft rules, and coordinate the extremely complex activities necessary to accomplish this task. It is SSA_s belief that because of her professional background and current involvement in this project that Rhoda Schulzinger is the only qualified source to perform these last three tasks in a timely manner consistent with the government_s deliverable needs. Interested sources that believe they have the capability to perform the services required may submit a capability statement to Dawn Caracci, Contract Specialist, via e-mail at dawn.caracci@ssa.gov. Responses must be received no later than 3:00 PM EST on Tuesday, March 27, 2001. The government will consider all responses, but a determination by the government not to compete this action is solely under its discretion. If no viable responses have been received in response to this synopsis, the government will issue a modification to its order with Rhoda Schulzinger.
