Description
The Federal Emergency Management Agency (FEMA) is seeking offerors for the following project: The Contractor shall provide the necessary personnel, facilities, equipment and materials, except as provided herein, required to perform roadway maintenance contract requirements at the Federal Emergency Management Agency (FEMA), Mount Weather Emergency Assistance Center (MWEAC), 19844 Blue Ridge Mountain Road, Bluemont, Virginia 20135, Loudoun and Clarke Counties. The work consists of: Civil: The contract consists of a base contract and five (5) options. The work includes: cold planing (milling) of existing pavements; resetting of manhole frames, valve boxes and other structures; full-depth pavement repairs and patching; pavement widening for parking complete with storm drainage extension, concrete sidewalk, curb and gutter; bituminous concrete overlay (re-paving) of existing roadways, adjacent parking areas, and parking lots; shoulder reconstruction; reflective and non-reflective pavement markings; and installation of reflective pavement markers. Base Contract work: The Base Contract consists of maintenance improvements to Ballonshed Drive, Wit's End, West Sunrise Avenue (Sta. 27+18 to Sta. 33+02), Sunrise Avenue (Sta. 3+25 to Sta. 8+00), the Area 400 entrance parking lot, adjacent drives, parking areas, and parking lots. Contractor shall provide specified cold planing (milling) of existing pavements; resetting of manhole frames, valve boxes and other structures; sub-base grading; full-depth pavement repairs and patching; bituminous concrete overlay (re-paving) of existing roadways, adjacent parking areas, and parking lots; shoulder reconstruction; reflective and non-reflective pavement markings; and concrete sidewalk as indicated in the drawings and specifications. Option No. 1 work: Option No. 1 consists of maintenance improvements to the existing Valley View roadway (Sta. 53+75 to Sta. 87+33), and adjacent drives. Contractor shall provide additional cold planing (milling) of existing pavement; bituminous concrete overlay (re-paving) of existing roadway; shoulder reconstruction; bridge expansion joint replacement; reflective and non-reflective pavement markings as specified in the drawings and specifications. Option No. 2 work: Option No. 2 consists of maintenance improvements to the existing Valley View roadway (Sta. 46+ 00 to 53+75), adjacent drives, and parking areas. Contractor shall provide additional cold planing (milling) of existing pavement; resetting of manhole frames, valve boxes and other structures; bituminous concrete overlay (re-paving) of existing roadway; shoulder reconstruction; reflective and non-reflective pavement markings as specified in the drawings and specifications. Option No. 3 work: Option No. 3 consists of maintenance improvements to the existing Valley View roadway (Sta. 10+00 to 46+ 00), adjacent drives and parking areas. Contractor shall provide additional cold planing (milling) of existing pavements; resetting of manhole frames, valve boxes and other structures; sub-base grading; full-depth pavement repairs and patching; bituminous concrete overlay (re-paving) of existing roadways, adjacent parking areas, and parking lots; shoulder reconstruction; reflective and non-reflective pavement markings as specified in the drawings and specifications. Option No. 4 work: Option No. 4 consists of maintenance improvements to Sunrise Avenue (Sta. 8+00 to 44+83), Mechanics Avenue, and Piedmont Avenue, adjacent drives and parking areas. Contractor shall provide additional cold planing (milling) of existing pavements; resetting of manhole frames, valve boxes and other structures; sub-base grading; full-depth pavement repairs and patching; grading and construction of new bituminous concrete parking area including storm drainage, concrete sidewalk, curb and gutter; bituminous concrete overlay (re-paving) of existing roadways, adjacent parking areas, and parking lots; shoulder reconstruction; reflective and non-reflective pavement markings as specified in the drawings and specifications. Option No. 5 work: Contractor shall furnish and install plowable pavement reflectors along the centerline of all newly overlaid roadways. The total period of performance for the contract work to include the basic contract and five options is 360 calendar days to be broken down as follows: Basic Contract work: 270 calendar days; Option 1 work: 5 calendar days; Option 2 work: 5 calendar days; Option 3 work: 25 calendar days; Option 4 work: 25 calendar days; Option 5 work: 30 calendar days. The magnitude of the requirement in terms of the estimated price range is between $500,000.00 and $1,000,000.00. A valid Virginia's Contractor's License is required in order to bid on and perform the work. Presolicitation conference and site visit date and time is to be identified in the RFP package. Request For Proposal (RFP) No. EMV-2001-RP-0009 will be issued on or about April 10, 2001, and proposals will be due on or about May 11, 2001. The resulting award will be a firm-fixed price construction type contract and will be a 100% small business set-aside requirement under NAICS Code 234110. Copies of the RFP to include specifications and drawings will only be available upon written request and $50.00 deposit mailed to FEMA, Mt. Weather Emergency Assistance Center, 19844 Blue Ridge Mountain Road, Bldg. 413, Bluemont, Virginia 20135, ATTN: Mrs. Stephany Bayne. Checks shall be made payable to the order of FEMA. After release of the RFP package, the entire package to include the specifications and drawings will be available for inspection, at no charge, at the following locations: (1) Construction Market Data, Inc. Greenbelt, MD, (2) Blue Reports, Springfield, VA, (3) F.W. Dodge, Greenbelt, MD, (4) The Builders Exchange Association of Virginia, Richmond, VA and (5) Valley Construction News-Harrisonburg, Harrisonburg, VA. See Numbered Note 1.
