- Description
- 1. PROJECT INFORMATION: This project consists of the construction of a complete and usable helicopter operation facility of approximately 930 m2 to serve as the main control point for all unit flight and flying training tasks, including planning briefing, administration, life support system maintenance and crew equipment storage and issue. Force protection against low level threat attacks is required. The facility shall be a two-story structure with non-combustible structural steel frame, split faced/smooth faced concrete masonry unit (CMU) walls, metal siding, and a single ply EPDM membrane roofing over rigid insulation supported by a metal deck. Foundation shall be grade beam and caisson. The exterior of the building shall be consistent with Base architectural scheme. Site development includes all building utilities connected to the base utilities system, parking areas with asphalt concrete paving, portland cement concrete sidewalks, concrete curbs and gutter, and landscaping and irrigation systems, including connection to Base Irrigation Management Control System (IMCS). The project estimated dollar value is in the range of $1,000,000 to $5,000,000 and completion period is 480 days. This solicitation will be conducted in two phases. In Phase One (Pre-Qualification), submittals will be evaluated to determine which offerors may submit proposals for Phase Two. Up to five (5) firms will be pre-qualified to participate in Phase Two. The Pre-Qualification Notice for this project will be posted at: http://www.nws.usace.army.mil/cntrct/A00R0214.htm on or about 03 April 2001 with response due on or about 27 April 2001. The Notice will include the pre-qualification evaluation factors and submittal instructions. Any subsequent revisions to the notice will be shown on the referenced Internet website. The Government will not mail, fax, or e-mail the Pre-Qualification Notice. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the document posted at the referenced website. The Request for Proposal (RFP) for Phase Two (design and construction) will be furnished to the pre-qualified offerors shortly after the pre-qualification is completed. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this project is 233320, which is matched to SIC Code 1522. Project is open to both large and small business. If you are a large business and your proposal will exceed $1 million, you will be required to submit a subcontracting plan. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue taken for the last 3 fiscal years are $27.5 million or less.
