Description
1. The Department of Justice is requesting a detailed cost proposal to provide labor, equipment, materials, and supervision necessary to refurbish and repair the aluminum railings located at both sides of the ramps next to the stage area of the Great Hall in the Main Justice Building, 950 Pennsylvania Avenue, NW, Washington, DC 20530. The existing aluminum railings have several finish imperfections, such as but not limited to, rough spots, uneven grooves at welding joints, different color finishes, and metal blemishes. The area where the work will be performed is designated historical area of the building, thus the contractor must exercise extreme care and caution in performing this work. Surrounding areas must be protected to prevent floors, stone work and walls from staining or damaging. Proposals must describe the repair and cleaning methods to be employed, and tools, chemicals and other substances to used. Some tools that produce excessive noise may not be operated during office hours, thus Contractor shall perform this noisy work after office hours. An experienced full-time supervisor must be on site during all project operations. The work must be performed by craftsmen experienced the type of work required. All work must be accomplished in accordance with established commercial practices and codes, in addition to current OSHA regulations and building codes applicable to work performed inside a Federal Government facility. Standard commercial and manufacturers' warranties shall apply to all work performed. 2. A site visit is scheduled on Friday, April 6,2001, at 10:00 am. Please contact Mr. Pacheco if you plan to attend. 4. Any questions concerning this project must be directed to Mr. Pacheco at the fax number listed above by the close of business on April 9, 2001. These questions (and those raised at the site visit) and answers will be prepared and faxed to each prospective bidder who requested a package. 5. The contractor selected shall be allowed on the site Monday through Friday, 7:00 am to 4:00 pm, during design and construction. The contractor must self park, as no space is available in the Main Justice Building. Prior to commencing work in the Main Justice Building, the Contractor is required to provide a list of all personnel requiring access to the site during the work, including social security numbers, dates of birth, places of birth and photo identifications such as a driver's license. 6. Proposals are due by to Mr. Pacheco by the close of business on April 13, 2001. 7. Selection and award of this procurement will be based on the best value to the Government, including price and other factors. The evaluation criteria will include: (1) proposed quality of construction as demonstrated by verifiable references for similar work); (2) proposed project completion date; (3) warranties; and (4) price. The Government reserves the right to make multiple awards under this solicitation. 8. Award under this solicitation is set aside for small business as described by FAR 52.219-6; the successful bidder may be required to provide documentation confirming eligibility as a small business concern. However, all interested parties are encouraged to submit quotes to be considered in the event that no small business concerns are responsive to this solicitation. --
