Description
Under authority of U.S.C. 253(c) (1), FAR 6.302-1 the National Institutes of Health (NIH), Bethesda, Maryland intends to negotiate on a sole source basis, a contract with Beckman Coulter, Inc, 4300 N. Harbor Blvd., M/S E-28-C, 4300 Harbor Blvd., Fullerton, CA. 92835. The National Institutes of Health, National Institute of Aging (NIA) in Baltimore, Maryland has a requirement for a Beckman Liquid Handling Robotic System. This system shall include, but not be limited to, the following performance characteristics, features, and pertain to the following components: (1) the Liquid handler robot shall support a dual arm configuration, which provides both 8 channel, variably speed probes (Span-8 head) and a 96 channel pipetting head on the same platform. (2) Shall include an integrated UV spectrophotometer which shall provide the production of standardized DNA concentration plates where the DNA is derived from sources of variable concentration. (3) Shall be of a modular deck design using Automated Labware Positioners (ALP's) providing complete deck layout flexibility. (4) Software shall provide the ability to quickly, easily and optimally transfer liquids between various microplate formats through the use of pre-defined pipetting techniques. (5) Shall include an integrated gripper having the ability to move labware to and from stacker carousels, move labware stacks, distribute stacked labware (up to four standard microplates) along the work deck. (6) Shall include a multi-channel head capable of utilizing disposable tips and it must be capable of washing pipette tips automatically to keep consumable costs at a minimum. (7) The system shall provide user safety by offering an integrated light curtain. This light curtain shall allow for complete work area accessibility while still providing opeator safety,a nd will provide for easy and instant recovery from light curtain infractions. (8) The system shall have standard plate stacking capabilities for 80 plates, expandable to up to 160 plates for configurations using 1 or 2 Stacker Carousels. (9) System shall be complete with starter kit with accuframe self-calibration system to eliminate the typical user-intensive manual methods for calibration. (10) Contractor shall provide technical applications support within one hour of request by authorized user. The intended procurement will be classified under the North American Industry Classification System (NAICS) Code 334516, Analytical Laboratory Instruments with a size standard of 500 employees. Any response must be received in writing within fifteen (15) business days from the published date of this notice. Information furnished should include enough material to allow the Agency to perform a proper evaluation. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirement mentioned above and are invited to submit capability statements in an original plus two (2) copies no later than fifteen (15) business days from the date of this announcement. Source demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Written response shall include complete description of the services to be provided, containing sufficient technical information to permit agency analysis to establish a bona fide capability to meet the stated requirements as listed above.
