Description
The National Institute of Standards & Technology (NIST), Electromagnetic Technology Division, Nanoscale Cryoelectronics Group proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Dr. Yizi Xu for work on NIST=92s Transition-Edge-Sensor Detector Array project. Specific tasks of the project are as follows: (1) Design and fabricate superconducting Nb flexible leads for the optical measurement system. Test SQUID-array modules for the systems. (2) Design and fabricate a sample mount for the X-ray detector system. Design and fabricate Nb flexible leads to = be used with the sample mount. (3) Design and fabricate circuit boards = for infrared array instrument subsystem testing. (4) Develop and perform test procedures for Josephson junctions, SQUIDs, and SQUID-based superconducting electronics. (5) Test room-temperature electronics and document the results. (6) Write technical documents for all the major tasks. Dr. Xu has more than 10 years experience working on superconducting tunnel junctions. One key element of the TES array project is using superconducting Nb flex-leads for interconnecting electrical wirings at low temperatures. Dr. Xu has demonstrated the technical feasibility of fabricating such flex-leads and has also started design work for production-scale patterns. It is essential he continue the development work to its completion. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. = This synopsis is issued for information only. No competitive solicitation = is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures = to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
