- Description
- The Naval Sea Systems Command is seeking industry experts to participate in a survey regarding the development of guidance, navigation and control (GN&C) technology for gun-launched projectiles and munitions common to both Army and Navy missions and requirements. The specific intent of the survey is to obtain industry consensus on technology on which the Army and Navy should focus in the development of common GN&C. NAVSEA will employ the Delphi Process to gather, analyze and disseminate non-proprietary information and suggestions from various commercial vendors regarding commonality in GN&C technology for Army-Navy projectiles and munitions. This research technique emphasizes informed judgment, attempting to improve the committee approach by subjecting the views of individual experts to each other's criticism in ways that avoid face to face confrontation and provide anonymity of opinion and of arguments advanced in defense of those opinions. The process entails group members' completion of questionnaires, the results of which are synthesized into a report then disseminated back to the group for further comment. Through several iterations, this process synthesizes the responses, resulting finally in a consensus that reflects the participants' combined expert knowledge. NAVSEA anticipates the collection and dissemination of data at 30 to 45 day intervals for three iterations over a four to six month period. Any and all costs associated with industry participation in this process will be at the sole expense of the participant; NAVSEA will not award any contracts or other agreements for participation in this survey. Sources seeking further information on the Delphi Process should consult the World Wide Web. Sources must submit a written expression of interest with a statement of qualifications or expertise in relevant technology, on or before 30 April 2001, to Pamela Franzel via e-mail, franzelpr@navsea.navy.mil; fax (703) 602-4770; or at the Naval Sea Systems Command, SEA 025, 2531 Jefferson Davis Highway, Arlington, VA 22242-5160.
