Description

The Health Resources and Services Administration (HRSA) through the HIV/AIDS Bureau (HAB), Division of Training and Technical Assistance (DTTA), Technical Assistance Branch (TAB) have been tasked to provide technical assistance (TA) to Ryan White Comprehensive AIDS Resource Emergency (CARE) Act grant-supported programs administered by the HRSA. The TAB uses three methods to deliver technical assistance: (1) On-site TA (Request-Driven TA and HAB-Advocated TA; (2) TA Products; and the (3) CARE Act TA (CATA) Information Center. Therefore, the HRSA Contract Operations Branch intends to issue a Request for Proposal (RFP) which will solicit proposals to provide for support services to the TAB to help initiate program activities of the newly re-authorized CARE Act. These TA activities are intended to enhance the basic functioning of CARE Act Federal grantees with the ultimate goal of improving the health care access and quality of life of persons infected with or affected by HIV disease as defined by HAB's four (4) guiding principles discussed later in the solicitation. This requirement will be for one (1) base year and four (4) option years. This proposed requirement is 100% SMALL BUSINESS SET-ASIDE. Offers from concerns other than small business firms will not be considered. The North America Industry Classification System (NAICS) Code for this requirement is 541611 "Administrative Management and General Management Consulting Services" and the small business size, in dollars, is $5.0 million. All eligible responsible sources may submit a proposal which shall be considered by the Agency. The solicitation will be issued on or about April 20, 2001 with a closing date on or about May 21, 2001. All requests for the solicitation must be in writing and cite RFP Number: HRSA-231-HAB-03(1).
