- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). 1 each, TEAC tape recorder main unit with 256 MB DRAM, 8 amplifier slots, AC/DC operation, control and monitor software. Unit shall interface to a personal computer (PC) to allow the setting of signal conditioner parameters and controlling recording behavior. One can monitor and display in real-time, and switch among waveform, bar graph, and FFT windows. In addition, for environments where a PC cannot be used, or for experiments in vehicles, a dedicated LCD controller can provide real-time monitoring. Unit must be capable of being powered by 3 sources: a DC power source (11 to 30V), internal AC power pack, or a built-in battery pack. Using a combination of DC and an AC power pack, or DC and a battery pack, provides power backup for redundant operation. Unit must contain an analog output capable of playing back analog data and/or voice memos. TEAC Model No: GX-1. 1 each Tape drive. Advanced Intelligent Tape (AIT)/data storage tape drive with 25 GB capacity. Drive shall be compatible with the main unit. Data recorded shall be in a convenient TAFFmat (TEAC Data Acquisition File Format) format for data processing with a PC. This format combine binary data files with header files that contain the input/output amp card settings and recording conditions. One binary data file and one header file are produced each time a recording is saved. Capable to transfer data via the SCSI interface on the main unit, or use a PC's drive to read data that the GX-1 recorded onto an MO disk, tape, or PC card. Data must be capable of being recorded directly to a PC connected via the main unit's SCSI Interface or onto 3 types of removable media that can be accessed directly from a PC drive: MO (magneto-optical) disks, AIT (Advanced Intelligent Tape) cassettes, and PC cards. TEAC Model No: GX-AIT. 1 each Expansion Unit with 8 amplifier slots. Expansion unit shall be compatible with the main unit. Capacity of 2 additional expansion racks for a total of 64 channels. TEAC Model No: AU-GXEPIO. 16 each Amplifier Units DC input/constant current input cards. Cards shall be compatible with the main unit. The following amplifier cards shall also be available for use: Charge, Microphone input, F/V input, Thermocouple input, Dynamic Strain input, Pulse input, and Digital input/output. TEAC Model No: AR-GXPA. OR EQUAL (IF QUOTING ON EQUALS DESCRIPTIVE LITERATURE MUST ACCOMPANY QUOTE) The provisions and clauses in the RFQ are those in effect through FAC 97-23. The NAICS Code and the small business size standard for this procurement are 334419 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-09. Quotations for the items(s) described above are due by 5:00 p.m. EST on April 13, 2001, and may be mailed or faxed to Bernadette Kan, NASA Glenn Research Center, MS 500-305, 21000 Brookpark Road, Cleveland OH 44135 or (216)433-2480 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
