Description

This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number DADA13-01-T-0042 applies and is issued as a Request for Quote (RFQ). Solicitation Line Items are as follows: Line Item 0001, Digital Recording System, Stancil P/N ALMIN-B-DVD-2-048, "or equal", 1 ea. Line Item 0002, Network Interface Option, Stancil P/N INTELPROPLUS, "or equal", 1 ea. Line Item 0003, Single Seat Client Software License for Remote Client Playback, Stancil, P/N ALRC, " or equal", 1 ea. The system will be used at Madigan Army Medical Center to replace the existing Dept. of Emergency Medicine's 911 Recording System. The system shall have the capability of no less than 48 channels and be compatible with the existing Nortel Meridian 1 digital switch and various analog audio circuits. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This solicitation is issued as 100% Small Business Set Aside with an NAICS Code of 33429 and size standard of 750. The following clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial Items; however, sub-paragraphs (g) and (h) are deleted as this is an RFQ. FAR 52.212-2, Evaluations, Commercial Items with the following factors included in FAR 52.212-2(a) used to evaluate offers: Technical Capability, Past Performance, and Price. Technical Capability and Past Performance, when combined are significantly more important than price. Offerors shall submit a statement of their capability as it relates to the requirements set forth in the specifications; a minimum of 2 references with whom past performance can be verified to include points of contact, telephone numbers and a total contract price. FAR 52.211-6, Brand Name or Equal applies to this solicitation. Offerors shall submit as a part of their quote, completed copies of the provisions at FAR 52.212-3 with Alt I, Offeror Representations and Certifications Commercial Items and DFARS 252.212-7000, Offeror Representations and Certifications Commercial Items. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition; addenda are as stated herein. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. Offers in response to this combined synopsis/solicitation are due not later than 10 April 01, 4:00 PM Pacific Time. Once the Contracting Officer has decided with whom a contract will be entered, a bilateral contract requiring the quoter's signature will be issued. A contract will be in existence once both the quoter and the Contracting Officer have signed the document. Wherever the words "offer", "proposal", "offerors", or similar terms are used in this solicitation, they shall be read to mean "quote", "quotation", or "quoter" or similar corresponding terms to reflect that this solicitation is a Request for Quote. Firms offering in response to this notice should ensure registration in the Central Contractor Registration Database, HTTP://WWW.CCR2000.COM, prior to submission for consideration.
