- Desc: This requirement is being procured in accordance with FAR 13, Acquisition of Commercial Items and an award will be made in accordance with FAR Par 13, Simplified Acquisition Procedures. The U.S. Department of National Energy Technology Laboratory (NETL), Pittsburgh, PA 15236 intends to issue a Request for Quotations to procure the following: Total Inorganic Carbon/Total Organic Carbon/Total Carbon Analyzer System CM150 including CM5014 Calumniator, CM5300 Horizontal Furnace, and CM5130 Acidification Module or equivalent Carbon Analysis system. SPECIFIC REQUIREMENTS: (1) The system shall, at a minimum, be able to determine total carbon (TC), total organic carbon (TOC), and total inorganic carbon (TIC) on both solid and liquid samples. The instrument must be able to accommodate sample masses ranging from 10 mg to 2 grams and liquid sample volumes up to 50 ml. (2) The analytical range of the instrument shall accommodate samples with carbon concentration ranging from approximately 10 ppm to near 100% carbon, and carbon detection must follow a linear response over a wide dynamic range without the need of a weighted calibration curve. The analytical precision shall be less than 0.2% relative standard deviation. (3) The system shall include a combustion furnace that is programmable up to 1300 K and include scrubbers for removal of interfering gases. (4) The system must have an internal microprocessor with system control software and both a printer and removable disk storage of data. (5) The system must be capable of accepting an autosampler at a later date. (6) The system must also include sufficient spare parts and chemicals to begin operation, on-site installation and instruction. The proposed purchase order is 100% set-aside for Small Business concerns with a Size Standard of 500 employees. EVALUATION: The following factors shall be used to evaluate offers in order or precedence: Technical compliance with the REQUIREMENTS/SPECIFICATIONS listed above and cost. Written response must clearly state the firms current capabilities including specifications of product lines, pictures, drawings, and other commercial catalog or marketing material. Tentative issue date for RFQ is on or about April 5, 2001. A firm fixed priced purchase order will be issued. Anticipated award will be on or about April 18, 2001. Request for RFQ, with the detailed specifications and statement of work, shall be in writing, stating RFQ number S0100324, complete, company name, point of contact, address, area code and telephone number, and facsimile number.
