- Description
- The U.S. EPA (National Risk Management Research Laboratory) intends to negotiate on a sole source basis with Li-Cor, Inc. for the acquisition of the LI-6400P Photosynthesis System. The System includes: 600-03 6400 Battery Pack (2 ea); 6400-09 Soil Respiration Chamber (1 ea); 6000-09TC Soil Chamber air Temp. Thermocouple (2 ea); 6400-013 External Thermocouple Adapter (2 ea); 6400-08 Clear Bottom for 2 x 3 cm Leaf Chamber (1 ea). The system will be used for quantifying the effect of nutrient applications and prescribed fire on soil CO2 and N20/N0x fluxes from soils. Because these fluxes are inherently variable, a large number of replicates are required for accurate estimates. The 6400 system will be used in conjunction with current Nitrogen gas analyzers, enabling EPA to measure an increased sample size at more locations. Using this instrument is critical because recent reports suggest estimates can vary significantly between soil C02 flux measurement systems, and this system was shown to give best results in comparisons with micrometerological techniques. The equipment will also be used in a research project with NCAR and it is critical that the same type of equipment be used at these sites to assure comparability. In addition, the LICOR 6400P will be used in studies examining the effects of light and temperature on CO2, water vapor, and VOC fluxes from vegetation. The LI-6400P design has combined portability with precise regulation of light, temperature, and C02, and humidity conditions within the leaf chamber. EPA source research indicates that no other system provides this combination of features. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of meeting these requirements. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining wether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. See Numbered Note 26.
