- Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1. Description of Supplies: Two annual renewal OSIM software licenses and maintenance support. OSIM is a product, which is capable of converting Simulink models into an HLA-compatible model. It also offers a simulation engine and the capability of developing models in the OSIM environment. OSIM is the only product available which has the capability to generate an HLA-compatible model from Simulink. These capabilities match NAIC's move toward a Simulink-based modeling environment. The RFQ has the following line item: 0001 -- Two licenses of the OSIM Simulation Model Bundle that includes six seat onsite training course, one year of engineering support and product support and updates for one year. Ship to: NAIC/SCXA, 4180 Watson Way, Wright-Patterson AFB, OH 45433-5648. Period of Performance is one year from contract award, FOB Destination, net 30 days payment terms. The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any offer. WPAFB intends to award to Originalsim Inc., 5524 St. Patrick, Suite 302, Montreal, QC Canada H4E1A8. Authority: 10 U.S.C. 2304 C(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
