Description

NASA/GRC plans to issue a contract for a research effort designed to increase the understanding of the role of internal engine flows and post combustion chemistry in determining the composition of engine exhaust and in altering engine performance through heat release. The primary applications will be to understand atmospheric effects and enabling high temperature cycles. NASA/GRC intends to procure the research effort from Massachusetts Institute of Technology, Cambridge, MA using U.S.C. 2304(1) as its justification for acceptance of an unsolicited proposal posing an unique and innovative concept. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See NASA Specific Note "B".
