Description
This is a Sources Sought Synopsis -- there is no solicitation available at this time. Requests for a solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing specific communications, operations, and maintenance services to Air Force Space Command's 50th Space Wing, to include: configuration management, electrical power systems management, communications systems engineering, small computer hardware maintenance, and database applications support, 24 hour maintenance management, industrial safety, communications security, information management, Local Area Network management, communications network control center operations, telephone operations, and visual information management, communications circuit management, satellite control center support, computer operations support, communications-computer systems maintenance and operation for the Defense Satellite Communications System, Secure Communication System, MILSTAR , and other operations in support of AFSCN satellite control. The North American Industry Classification System (NAICS) code for this requirement is 541519 (Other Computer Related Services), with a size standard of $18M. Responses to this synopsis will be used for a market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition, or as a set-aside under small business set-aside or 8(a) procedures. Women-owned small businesses, HUB Zone small businesses, Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) and Tribal Universities who are capable of meeting the requirements of this acquisition are highly encouraged to participate. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information submitted by respondents to this Sources Sought request. Respondents are requested to submit a statement of capability outlining past work that is strongly related to the requirements listed in the synopsis. Identify the number of management and technical personnel within your company available for contract efforts as well as your company's ability to recruit and retain qualified personnel in both the technical and management environments. Indicate your ability to obtain and maintain Department of Defense security clearances for personnel as required. Identify any contracts held with the Government, to include place and period of performance. Statement of Capability Evaluation Criteria will be applied by government evaluators as follows: 1) Relevance of current and past contract performance to synopsis requirements; 2) Magnitude of projects referenced in past performance & ability to scale up or down; 3) Number of employees and ability to size up or down; 4) Ability to obtain employees with a variety of government security clearances. Firms responding must indicate the business size (small business, small disadvantaged business, veteran-owned small business or HUBZone certified), indicate the appropriate NAICS code, and indicate eligibility for the 8(a) Program. Contractors who believe they possess the desired expertise and experience should submit a Statement of Capability containing the above referenced information to Diane Kubler, 50 CONS/LGCZB, 300 O'Malley Ave, Ste 49, Schriever AFB, CO 80912-3049, or via e-mail to diane.kubler@schriever.af.mil. Responses must be received not later than COB 18Apr01. All documentation shall become the property of the Government.
