- SOURCES SOUGHT. This announcement is a sources sought announcement, not a request for proposal or solicitation. The Health Resources and Services Administration (HRSA) is seeking to identify sources capable of operating the Children's Safety Network (CSN), a group of resource centers, which works to assist States, communities, and organizations to prevent child and adolescent injuries. The CSN consists of several key components including a National Children's Center for Rural and Agricultural Health and Safety, Economics and Insurance Resource Center, National Injury Data Technical Assistance Center and a National Injury and Violence Prevention Resource Center. The National Children's Center for Rural and Agricultural Health and Safety is set up to minimize the incidence of childhood injuries associated primarily with rural and farm life. The Economics and Insurance Resource Center (EIRC) helps communities assess the costs associated with injuries to children and adolescents in order to support a persuasive case for the need for prevention. The EIRC also increases the role of third party payers in preventing injuries and violence. The National Injury Data Technical Assistance Center assists state and local Maternal and Child Health (MCH) agencies to collect, analyze, and use injury data for injury and violence prevention programming. The National Injury and Violence Prevention Resource Center provides information, training and technical assistance in child and adolescent injury prevention -- both intentional and unintentional. The primary clients are State and local MCH and other public health agencies. The contractor will also work with national organizations that support injury and violence prevention efforts at the State level and with organizations that reach children and adolescents in educational settings. The Center must maintain a library of pertinent injury and violence prevention materials, a bibliographic data base, and have the capacity to provide information through the internet. This Center must have offices near at least two Federal Regional Offices, (see http://www.hhs.gov/about/regionmap.html) with one of the offices being located in the Washington, D.C. area. Sources that are able to perform this work must submit their interest in writing, including a written capability statement clearly illustrating their capability (knowledge, experience, resources) to respond to the work described (approximately 10 pages in length), company name, address, telephone number, FAX number, type business (large or small business, educational institution, large or small non-profit, 8(a) etc.) and point of contact. Responses are due no later than April 30, 2001 and can be mailed, e-mailed or sent by FAX. Telephone inquiries will not be accepted. The Government will not pay for any information submitted in response to this Asources sought@ announcement. Should this market survey determine that there are organizations capable of providing such services, HRSA may release a Request for Proposal sometime in the future.
