- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) Aeronomy Laboratory has a requirement for the Jet Propulsion Laboratory of the California Institute of Technology, Pasadena, CA to analyze data collected by the Microwave Temperature Profiler (MTP) mounted on the National Center for Atmospheric = Research's (NCAR's) Electra aircraft during the TEXAS2000 field campaign during = the summer of 2000. The purpose of the MTP observations was to map the vertical temperature structure along the Electra=92s flight track, and = to detect the presence of low-level temperature inversions, if they existed. MTP data were successfully obtained on 15 of 16 flights. Color-coded temperature curtains (CTCs) of the preliminary data show a wealth of interesting temperature structure. Specialized retrieval algorithms and calibration techniques will be employed to convert the raw data into a series of temperature profiles. The contractor will also perform an analysis to provide an assessment of the accuracy and precision of the reported measurements. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00) and is not a request for quotes. This notice is for informational purposes only. There is no bid package available. The award decision will be based = upon the best value to the Government, with technical merit, past = performance and availability being significantly more important than price. The Government intends to negotiate, on a sole source basis, with Dr. Michael Mahoney of the Jet Propulsion Laboratory (JPL) at the California Institute of Technology who is uniquely qualified to perform the task described. The Microwave Temperature Profiler (MTP) used for these measurements was developed = and constructed in Dr. Mahoney's group at JPL.
