- CONSTRUCTION General Construction work at the National Gallery of Art. POC Elaine Larison (202) 842-6785. The National Gallery of Art (NGA) announces their intent to issue a Request for Proposal (RFP) for General Construction, Mechanical, Electrical, Plumbing, and Fire Protection work. This will be a multi-year requirement with a one-year base period with options for four (4) additional years. The Gallery intends to award multiple tasks order contracts for this project. NGA requests letters of interest from firms that would like to participate in the procurement process for this effort. NGA's buildings on the Mall are recognized as great works of architecture, and like their collections of art works, should be considered national treasures. The art museum has special interior environmental requirements and unique heating, ventilating, and air conditioning equipment and controls that must operate at peak performance 24 hours a day, 7 days a week, and 365 days a year. Few other buildings operate with such extraordinary performance requirements. Due to the irreplaceable collection, there is no option to "set back" the temperature at night or close a gallery during low occupancy periods. Major component replacements are in need of rebuilding or replacement. The following is a brief description of the systems that must be either refurbished or replaced: existing chillers; water filtration condenser equipment; steam systems; water and drainage systems; electrical service equipment and transformers; air-washer air handling units. In addition the emergency power needs must be enhanced. The project also includes the installation of additional smoke exhausts; additional fire suppression systems and fire/smoke barrier improvements, along with the related fire water service and standpipe distribution systems. The project also includes requirements for security systems improvements, rebalancing the air systems, installing split water systems, and upgrading the existing egress systems. To implement the work plan to renovate these systems the following is required: occupied spaces (whether occupied by staff or by art) will have to be vacated for the construction work to take place, because of the potential risks from construction activities. In order to minimize disruptions to the Gallery's ongoing operations, all of the work required in any given space should be accomplished at the same time. There will be no closing of any space for a second time. Adjacent spaces will remain occupied. Proposals will be evaluated against the following factors: Plan of Accomplishment, Management Systems, Key Personnel, Firm's Experience, Key Subcontractors, and Past Performance. The selection process will utilize source selection procedures in accordance with FAR 15.3. This negotiated solicitation is open to both small and large business firms. The RFP will be issued on or about 15 days from the date of this notice and proposals will be due 30 calendar days after the RFP is issued. Requests for copies of this RFP should be received in this office not later than 15 calendar days from the date of publication of this notice. The price range for the initial effort is between $5 and $10 Million. The total anticipated in the five-year period is approximately $30 Million
