- Description
- The U.S. Department of State (DOS), Office of Foreign Buildings Operations (FBO) is seeking to pre-qualify prospective contractors for the construction of a new US AID office building annex (OBX) at the U.S. Embassy in Kampala, Uganda. The new OBX will be an addition attached to the newly constructed embassy building situated on a site of approximately eight (8) acres in the Nsambya area of Kampala. The building size is approximately 3,534 gross square meters (38,026 gross square feet) and is estimated to cost in excess of $10 million. The contract period of performance is not to exceed 18 months. The contract type will be a firm fixed price contract awarded to the one successful offeror that provides the best value to the U.S. Government. The scope of construction services under the proposed contract will include total construction skills and services necessary to produce a fully finished, functional and operational US AID Office Building in accordance with the construction documents prepared by the Government's Architect of Record and approved by FBO. This is a two phased solicitation and this announcement is for Phase I -- (Pre-qualification of Prospective Offerors) only. Firms interested in being considered for pre-qualification must meet the definition of a "United States Person" of Section 402 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986 -- P.L. 99-399. Firms not meeting the "United States Persons" requirement will not be considered. Additionally, firms interested in being considered for pre-qualification must demonstrate that they have the financial capability and resources to accomplish a similar project costing in excess of $10 million and be able to obtain the required performance and payment bonds, or bank letters of credit or guarantee; and must have a total construction business volume of at least equal to $10 million per year in three (3) of the past five (5) years using the project criteria above. Offerors must provide a list of banks or other lending institutions which offeror intends to use in order to finance this project, and provide credit references. Firms responding to this Phase I solicitation on or before the closing date will be evaluated for pre-qualification using the following evaluation criteria -- (Total of 100 points). 1. Offerors must demonstrate their professional qualifications, specialized experience and technical competence in the construction of similar international projects, preferably in Africa, involving multiple contractor and sub-contractor disciplines. Offerors must demonstrate that they have either individually or collectively accomplished the construction of projects of similar scope and value ($10 million or more) and complexity. (A minimum of three (3) projects currently under construction or completed within the past five (5) years. (60 points). 2. Demonstrated previous record of performing projects of similar scope and value on schedule while maintaining an effective cost and quality control and assurance program. Cost Control -- offerors must explain their internal cost control systems and methods used on these projects. The explanations should address directly how these systems adequately tracked, managed and controlled the costs for each project. Quality Control -- offerors must describe the organization and management structure and the methods utilized in the quality control of these projects. Offerors must also illustrate their effectiveness by listing the planned and actual construction duration, client's construction budget, design construction estimate, construction award amount and construction change order rate in tabular form for three (3) projects currently under construction or completed within the past five (5) years. (30 points). 3. Demonstrated experience with one or more projects in the construction of physical and technical security systems for buildings, (10 points). When responding to criteria 1 through 3 above, offerors must list the owner's name, address, telephone number and contact person for each project, and provide a brief description of each project including scope, original contract amount, original period of construction, final contract amount and actual period of construction, and a list of all warranty period claims valued over $5,000 each. Based upon the scoring and the evaluations of all pre-qualification material submitted under Phase I the government will select the most qualified firms to participate in Phase II (Cost Evaluation and Contract Award). The most qualified firms selected will be sent an RFP which will include the construction documents, proposal forms, the project manual and a pricing matrix written in FBO UNIFORMAT structure which each offeror will use as the basis for their proposal. Under Phase II the pre-qualified firms will be asked to submit Cost Proposals, Project Schedule, Management Plan, Technical Solutions proposed for the construction approach, and Resumes of Key Personnel to be utilized. Offerors will also be required to identify the extent of small and disadvantaged business concerns to be used in the performance of the work. The proposals will correlate to the RFP documents and will address the offeror's intended management plan capabilities to satisfy project requirements. The offeror's proposal will be evaluated to determine such matters as their understanding of the work to be performed, their management plan, their cost proposal and their potential for successfully completing the work. The proposals must completely address every detail required by the RFP. The qualified contractors, including all entities which comprise a joint venture, must possess or be able to obtain, an active Department of Defense (DOD) Secret facility security clearance (FCL) with Secret safeguarding capability in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Appropriately cleared (Secret or Interim Secret) personnel will also be required for this effort. Uncleared firms will be sponsored for a Secret (FCL) at the time they are selected as a qualified offeror. Sponsorship does not guarantee that a firm will receive the clearance. The Government will not be obligated to extend its schedule if any of the sponsored firms have not been issued an FCL (with appropriate safeguarding capability) prior to the release of the construction documents to the pre-qualified firms for their use in preparing their offers. Further explanations of Phase I will be included in the pre-qualification packages that will be sent to prospective contractors.
