- This is Amendment 1 to the synopsis entitled NITROGEN RECHARGER, Solicitation Number RFQ9-WSRE-W08-1-40Q which was posted March 9, 2001. You are hereby notified that the following questions and answers are incorporated into the RFQ. Question 1: Paragraph 1.7.3. Are the FMEA and HA to be performed by the vendor? Answer: No. WSTF personnel will perform the FMEA, the HA, and the CDR. WSTF will require information and documentation from the vendor to support our effort. For the FMEA and HA, vendor support requirements will be limited to telephone, fax, mail, and e-mail exchange of data. For the CDR, WSTF will require vendor design personnel onsite for one business day. Personnel should be able to present the design at "90% complete" and demonstrate that the design meets the WSTF specifications included in the RFQ. Question 2: Paragraph 2.1.3. Does the nitrogen system downstream of the vaporizer contain a storage tank to allow for a range of operating pressure? Answer: Yes. The recharger will start on low nitrogen system pressure, run to build up the pressure, and stop on high nitrogen system pressure. The duty cycle of our existing nitrogen recharger is explained in Paragraph 1.3.2. We expect that the new recharger will operate under similar nitrogen demand. Question 3: Paragraph 2.7.2. Our standard PLC for this type application is an Allen Bradley SCL5/04, is this acceptable? Answer: No. The AutomationDirect model DL405 PLC is required. Our personnel are familiar with this type of PLC, and we want to maintain consistency throughout the site in terms of PLC hardware and software. Question 4: Paragraph 2.7.9. Does the motor control panel have to be located outside for the variable speed option? Answer: If a building is required, the offeror should indicate this requirement, along with the necessary size, in their response. The cost to WSTF to provide this building will then be considered in the decision to purchase this option. Question 5: Paragraph 2.9.3. Will WSTF also provide operators for the heavy equipment to install the dewar and other process equipment? Answer: Yes. WSTF will supply trained operators for the heavy equipment indicated in Paragraph 2.9.3. The due date for receipt of offers is extended to April 11, 2001 at 1:00 p.m. local time.
