Description

This is an Architect-Engineer contract. The total contract value will not exceed $800,000.00. Magnitude of each project will be between $5,000.00 and $200,000.00. The contrat includes a base contract period of one (1) year with the possibility of one (1) one-year option period if found to be in the Government's best interest. The selected A/E firm will be required to provide overhead, profit and discipline hourly rates to the Contracting Officer within 7 days after receiving the notice of selection. Work requires design and engineering services at various locations within the Beaufort SC area. Work may be performed at Marine Corps Recruit Depot, Parris Island SC, Marine Corps Air Station, Beaufort SC and Naval Hospital, Beaufort, SC. Projects issued under the contract may include studies, designs, preparation of plans, specifications and cost estimates for repair, alteration, renovations and new construction projects. Services of Architects, and Mechanical, Electrical and Environmental Engineers for work associated with Civil and Structural engineering projects may be required. Projects typical for the area include but are not limited to -- construction and/or repair and renovation of heads, repair of streets and parking lots, repair of bridges and piers, repair and modifications of sewage pump stations, repair of force mains, demolition of buildings, and mapping and evaluation of storm drainage systems. As part of this contract, asbestos and lead paint assessments may be required to determine the presence of asbestos and lead. When asbestos or lead is found, comprehensive asbestos and lead based paint surveys, to include sampling and testing, and the preparation of plans and specifications showing the locations of asbestos and lead based paint, and specifying the procedures to be followed during repair, renovation and/or demolition for removal or abatement, will be required. Firms unable to accept work that involves asbestos and lead paint need not apply. The initial project proposed is PI0018R, Construct Head at Starlite Range and PI0028R, Improve Chosin Range, Marine Corps Recruit Depot, Parris Island, SC. The project consists of regrading firing lines and areas in between firing lines of Chosin Range to drain areas between firing lines. Design ditches to handle run-off from tributary areas and to prevent high tides from overflowing and flooding range areas. Replace all underground utility lines. Repair and overlay roadway and paved areas. Replace wooden training sheds. Construct head at 300 yard line in between the berm separating Starlite and Chosin Ranges. Replace target storage sheds, sound room and heads in pit area with adequately sized facilities and construct new roadway behind 600 yard line. Initial project construction range is between $1,000,000.00 to $5,000,000.00. Responses must be received not later than May 21, 2001 at 4:00 pm. No facsimile application will be accepted. Any inquiries (including submission of SF255) should mention and show title, location, and contract number on the outside of the envelope. Architect-Engineer firms are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire; (2) a Standard Form 255, Questionnaire for Specific Project; and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement office are not required to resubmit this form. Firms responding to this announcement before the closing date and time will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements as listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the services required will be chosen for interview. The Department of Defense policy for selection of Architect-Engineer firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the satisfactory performance of the professional services required. Selection evaluation criteria are as follows: (1) Qualifications: Technical competence of the individual design team members assigned to perform designs of inital projects and other types of projects listed above that may be added during the life of the contract. Technical competence of the design team members to design incidential architectural, and mechanical, electrical and environmental engineering work; (2) Experience: Recent experience of the individuals assigned to the design team to design initial projects and other types of projects listed above, and in an overall variety of civil/sanitary sewer/wastewater treatment plants/structural fields, and associated architectural/mechanical/electrical/environmental fields; (3) Capacity and Current Workload: Capacity to accomplish various projecs concurrently in the required time. Provide information about the branch office(s) and if any of the branch office(s) will be used to design various projects concurrently. List qualifications and experiences of these individuals in selection criteria (1) and (2). List current workload of the firm and the individuals assigned to do work; (4) Quality Assurance: Quality assurance and bid document coordination methods used during design; (5) Past Performance: Past performnce in contracts with Government agencies and private industries in terms of quality of work, compliance with performance schedules, response time to resolve problems due to unforeseen conditions and design errors and omissions, and cost control; (6) Firms Geographical Location: Firm's will be evaluated on their accessibility to the Tri-Command Area and to Southeastern South Carolina and their demonstrated ability to respond to the demands of this contract in a timely manner, provided that application of this factor leaves an appropriate number of highly qualified firms; (7) Awards: Awards from all DOD Agencies during the past three years. This is not a request for proposal. The SIC Code is 8711 and the NAICS Code is 541330. The proposed procurement is unrestricted.
