Description
The US Dept of Veterans Affairs, Great Lakes Acquisition Center, is planning to negotiate a sole source contract with the Maxim Group to provide 1040 hours of computer prgramming services to develop clinical notes templates for the Clinical Patient Record System (CPRS) at the Milwaukee WI VA Medical Center. The front-end of CPRS is written in Delphi. It uses a graphical user interface (GUI) front-end for clinical staff to order and review tests (i.e. Lab, Pharmacy, Dietetics, Radiology), view patient demographics, request consults and write progress notes for patients. The CPRS software interfaces with most existing software packages used by the VAMC. The entire VAMC computer software is known as VistA. The VistA software packages (Lab, Pharmacy, Medical Administration, Dietetics, Radiology, Surgery etc) are written in M (formerly MUMPS) programming language. To assist clinical staff with writing CPRS progress notes, the Milwaukee VAMC has purchased a software package from Document Storage Systems (DSS) that interfaces with the CPRS software. This software is written in Delphi and is used to create Clinical Notes Templates (CNT's). Programmer services are required to create additional templates. At present, there are over 100 new templates that need to be developed. The number could potentially reach 150. These templates need to be completed by Sept 30, 2001. In addition, there are existing templates that need to be modified to allow for the collection of more accurate billing data. Knowledge of Delphi, M, and the VAMC VistA software is essential for the development of these templates. The VAMC will provide office space, PC equipment and PC equipment repair, appropriate software and access needed to develop CNT templates. VAMC information security procedures will need to be followed and a signed access security agreement will need to be obtained before access is granted to the VAMC VistA system. Minimal guidance and direction will be required by the Lead Application Support staff and the Program Manager of CIO/IRM, to determine priority of templates and review completed work Hours and days to be work will be determined by the contracted programmer, Lead Application Support staff and Program Manager, CIO/IRM. However, the VA will not supervise the programmer. Supervision will be the responsibility of the contractor. This is considered to be a sole source because only the Maxim Group is known to have the required programming expertise on staff. Other sources that believe they can efficiently meet VA needs must furnish: company information; programming experience and qualifications; and references for simialr work; to this office by no later than 4:30 PM on April 9, 2001.
